Shri Sudhakar Singh: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) the details and number of meetings of the State Level Guidelines Committee held in the State of Bihar during the last five years, year-wise; (b) the major decisions taken and guidelines issued regarding the development of the State; and (c) whether the Government has any mechanism to ensure regular meetings of the State Level Guidelines Committee and to ensure implementation of decisions made in the meetings in a time-bound manner? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a) to (c): State Level Guidelines Committees are not constituted by the Ministry of Rural Development in the State. However, the Ministry of Rural Development constitutes District Level Development Coordination and Monitoring Committees (DISHA) under the chairpersonship of the respective Members of Parliament to foster better coordination among elected representatives of Parliament, State Legislatures, and Local Governments (Panchayati Raj Institutions and Urban Local Bodies), and to ensure the effective and timely implementation of key Central Sector and Centrally Sponsored Schemes at the district level. To address unresolved issues and directions emerging from the District Level DISHA Committee (DLDC) meetings that require intervention at a higher level, the respective States/Union Territories constitute State Level DISHA Committees (SLDC) under the chairpersonship of the Page 1 of 2respective Chief Ministers or Lieutenant Governors to provide necessary guidance and facilitate resolution. As per the information available, 130 District Level DISHA Committee meetings have been convened in various districts of Bihar till date after the reconstitution of the DLDCs on 8 August 2024. However, the SLDC has not yet been constituted by the State Government. Recognizing the critical importance of DISHA, the Ministry of Rural Development (MoRD) is persistently working to ensure that State Level DISHA Committees are constituted in all the States/UTs and that their meetings are convened on a regular basis. Recently, vide letter dated 03.07.2026, all States/UTs including Bihar, were reminded to take necessary steps to constitute the State Level DISHA Committee and convene its meetings regularly in accordance with the provisions of the DISHA Guidelines. ***** Page 2 of 2
