VARSHA EKNATH GAIKWAD: SHRI SANJAY DINA PATIL: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) whether the Government is aware of delays in completion and operationalization of metro lines 2, 3, 4 and 6 in Mumbai and if so, the details thereof and the reasons therefor along with the revised timelines for their completion; (b) whether the Government has taken any measures to expedite land acquisition, environmental clearances and utility shifting to avoid further delays and if so, the details thereof; (c) the original and revised cost estimates for each of these metro lines, the expenditure incurred so far and the extent of cost escalation; (d) whether the Government has sought or received assistance from the Japan International Cooperation Agency (JICA) and the Asian Development Bank (ADB) for funding these projects and if so, the details thereof; (e) the steps taken to ensure seamless integration of metro corridors with suburban railway stations including Dadar, Bandra and Kurla; and (f) whether the Government proposes to introduce integrated ticketing, last-mile connectivity and non-motorized transport facilities to improve ridership and commuter convenience in Mumbai and if so, the details thereof? ANSWER THE MINISTER OF HOUSING AND URBAN AFFAIRS (SHRI MANOHAR LAL) (a) to (f): A Statement is laid on the Table of the House.STATEMENT REFERRED TO IN REPLY TO PARTS (a) to (f) OF THE LOK SABHA STARRED QUESTION NO. 70 FOR ANSWER ON 04th DECEMBER, 2025 REGARDING METRO LINES IN MUMBAI. In Mumbai, various metro projects including Line-2A & Line-2B, Line-4 & 4A and Line-6 are implemented by Mumbai Metropolitan Region Development Authority (MMRDA) as state sector projects, whereas Mumbai Metro Line-3 is implemented by Mumbai Metro Rail Corporation Limited (MMRCL), which is a 50:50 Joint Venture Special Purpose Vehicle (SPV) of Government of India and Government of Maharashtra. (a) The reasons for delay in completion of these metro rail projects and present status thereof are as follows: Metro lines Reasons for delays Project status (as on 31.10.2025) Metro Line-2A Delay in land acquisition, delay in Fully Dahisar to launching of 37m steel span over operational Andheri West Metro Line 1, tree cutting permission since (DN Nagar), and forest permissions, removal of January 2023 18.6 km Overhead HT line, diversion of major utilities, change in Depot location from Oshiwara to Charkop, Covid-19 Pandemic etc. Metro Line-2B Retendering of contracts packages Civil works: DN Nagar, due to poor performance of Physical Andheri to contractors, delay due to Public Progress: Mandale, Interest Litigations for Elevated vs 90% Mankhurd, Under-Ground metro, delay in Financial 23.6 km clearance from Airport Authority for Progress: the Juhu Airport Funnel Zone, delay 82% due to height restriction at Halav Bridge crossing, changes in alignment due to various factors, delay in railway crossing permissions, Land acquisition, environmental CRZ (Coastal Regulation Zone) and tree cutting permission. Metro Line-3 Stay granted by Hon’ble Bombay High Fully Aarey Colony Court on tree cutting permission and operational to Cuffe transplantation, litigation in Hon’ble since Parade, 33.5 High Court against change of land October 2025 km use and development of Depot atAarey affecting tree cutting permission by Tree Authority, delay in Coastal Regulation Zone and Forest clearances, Covid-19 pandemic, Depot work got affected by multiple litigations and also was kept on hold for more than 2 years by order of Govt. of Maharashtra between November, 2019 to July, 2022. Metro Line 4& Delay in Land acquisition and Civil works: 4A Rehabilitation and Resettlement Line-4: Wadala - (R&R), narrow Right of Way (RoW) and Physical Kasarvadavali restricted working hours, delay due Progress: - Gaimukh, 35 to major utility shifting, delay in 88% km permissions like tree cutting, tree Financial transplantation, and clearance for Progress: Coastal Regulation Zone (CRZ) and 80% mangrove, change in alignment, Line-4A: interchange stations Physical Progress: 96% Financial Progress: 98% Metro Line-6 Due to stay order granted by Hon’ble Civil works: Swami High Court (in Oct. 2024) work at Physical Samarthnagar Kanjurmarg Depot halted for one Progress: to Vikhroli, year, Delay in working permission for 82% 14.5 km Navy land at Kanjurmarg, delay in Financial railways crossing permission, forest Progress: clearance at various locations, delay 79% in land acquisition, delay in tree cutting permission, (b) Government of Maharashtra (GoM) has informed that the land acquisition issues are expedited by taking regular reviews in war room meetings at Hon’ble Chief Minister level including review meetings at regular intervals by senior officials to resolve inter departmental issues and fast track pending issues. (c) The details regarding original and revised cost estimates and expenditure incurred against each of these metro lines are as under:(₹ in Cr.) (e) GoM has informed that in order to provide seamless connectivity to suburban station at Bandra a dedicated foot over bridge (FOB) of about 250 m length has been planned from Bandra Metro Station of Metro Line- 2B. Further, to provide connectivity to Lokmanya Tilak Terminus, Tilak Nagar suburban station (Next to Kurla suburban station), a dedicated foot over bridge (FOB) has been planned. Further, alignment of Line-3 has been integrated with all the important stations like CSMT Station, Mumbai Central (Jagannath Shankershet Station) and is in close proximity of Churchgate Station, Dadar Station, Santacruz station (connected through a skywalk). (f) GoM has informed that for integrated ticketing, National Common Mobility Card (NCMC) Mumbai 1 card has been introduced on 19th January, 2023 on Mumbai Metro Line 2A & 7, which is being actively used by commuters. Further, implementation of Multimodal Integration works have been planned and undertaken for all Metro lines in Mumbai Metropolitan Region, which includes widening & improved footpaths, smooth entry/exit to commuters and physically challenged persons, provision of dedicated bays for bus, autos, taxi and ambulance etc. Installation of Railings below metro station area, Road markings/paintings, advanced bus stops etc., The provision of bicycle stands has also been made near metro stations. For easy access to metro stations, GoM has included ToD Regulation in Brihanmumbai Municipal Corporation(BMC) Development Control Regulations(DCRs) 2034 applicable to Line-3 stations, wherein vestibule (subway) connection is mandatory for development availing TOD FSI. *****
