**Summary:**
As of July 11, 2025, the Smart Cities Mission (SCM), launched on June 25, 2015, has made significant progress across 100 selected cities in India. The implementation is carried out by Special Purpose Vehicles (SPVs), focusing on area-based development through retrofitting, redevelopment, and greenfield projects.
Out of 8,063 projects worth ₹1,64,695 Crore undertaken, 7,636 projects (95%) amounting to ₹1,53,977 Crore have been completed. The central government allocated ₹48,000 Crore for the SCM, of which ₹47,459 Crore (99%) has been claimed by the cities. States/Union Territories have utilized ₹45,881 Crore, representing 97% of the central share claimed.
The SCM covers various sectors, including Economic Infrastructure (932 projects, ₹12,973.04 Crore), Environment (151 projects, ₹2,715.27 Crore), Smart Energy (694 projects, ₹14,263.15 Crore), Smart Governance (680 projects, ₹17,808.82 Crore), Smart Mobility (1,737 projects, ₹41,623.06 Crore), Social Infrastructure (898 projects, ₹13,022.29 Crore), Vibrant Public Spaces (1,408 projects, ₹12,261.96 Crore), and WASH (1,545 projects, ₹49,621.47 Crore).
From the state of Assam, only Guwahati was selected under the SCM. As of July 11, 2025, Guwahati has undertaken 21 projects amounting to ₹755 Crore, with 20 projects (95%) worth ₹746 Crore completed. Silchar was not included in the SCM.

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the important milestones achieved under the Smart Cities Mission (SCM)
since its inception;
(b) the manner in which the SCM has improved urban infrastructure such
as roads, water supply and waste management in the selected cities,
particularly with regard to Silchar city in Assam;
(c) whether the SCM has been successfully implemented across the
country, particularly in Silchar city of Assam;
(d) if so, the details thereof; and
(e) the details of cities in Assam where SCM has been implemented ?

(a) & (b) Smart Cities Mission (SCM) was launched on 25.06.2015. The
implementation of SCM at the City level has been done by a Special
Purpose Vehicle (SPV). The mission followed an area-based development
approach through retrofitting, redevelopment and greenfield
development in 100 cities.
As per the information provided by the States/UTs, as on 11.07.2025, out
of a total 8063 projects amounting to ₹ 1,64,695 Cr undertaken in the 100
cities selected under SCM, 7,636 projects (95% of total projects)
amounting to ₹1,53,977 Cr have been completed.

Under SCM, the Central Government had a total outlay of ₹48,000 Cr for
the 100 cities. As on 11.07.2025, the cities have been able to claim
central financial assistance of ₹47,459 Cr (i.e. 99% of the total Central
share allocation). The States/Union Territories are reported to have
utilized ₹45,881 Cr (i.e. 97% of the total Central share claimed).

(c) to (e) Only one city, viz., Guwahati has been selected under SCM from the
State of Assam. As on 11.07.2025, out of a total of 21 projects amounting
to ₹ 755 Cr undertaken by Guwahati smart city, 20 projects (95% of total
projects) amounting to ₹746 Cr have been completed.
Silchar was not a part of the cities selected under SCM.
