SHRI PRADEEP PUROHIT: Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING मत्स्यपालन, पशुपालन और डेयरी मंत्री be pleased to state: (a) whether the Government has implemented district-wise schemes in Odisha to enhance milk and meat processing capacity, diversify products, and integrate unorganized rural milk and meat producers with organized markets, if so, the details thereof, district-wise; (b) the details of funds sanctioned, projects approved, processing infrastructure established, and beneficiaries covered in Odisha during the last five years, district-wise; (c) the measures taken by the Government to improve producer price realization, promote entrepreneurship and employment, ensure the availability of affordable quality animal feed, and provide protein-rich, safe milk and meat products to address malnutrition; and (d) whether the Government has any proposals to establish additional milk and meat processing units, strengthen export infrastructure, and expand value-added dairy and meat projects in underserved districts of Odisha and if so, the details thereof? ANSWER THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH) (a) & (b) The Department of Animal Husbandry & Dairying, Ministry of Fisheries, Animal Husbandry & Dairying, Government of India is implementing the Animal Husbandry Infrastructure Development Fund (AHIDF) to support investments in milk processing and value addition, meat processing and value addition, animal feed plant, breed improvement, veterinary drugs and vaccines, animal waste to wealth and primary wool processing. The DAHD, GOI is implementing AHIDF scheme across the country including Odisha. These infrastructures also help in market linkages for livestock farmers and thus enable livestock producers to get remunerative prices for their produce. Under AHIDF, eligible entities can avail 3% interest subvention on the term loan up to 90%. Credit guarantee upto 25% of the total borrowings for the MSME and Dairy Cooperatives is also available. Till date, out of five projects, four for milk processing & one for meat processing have been approved for Odisha state. Under NLM-EDP, capital subsidy upto 50% limited to ₹ 50 lakh is being provided to Individuals, SHGs, FPOs, FCOs, JLGs and Section 8 companies for the establishment of Sheep and Goat breeding units, Poultry farms & for entrepreneurial activities related to feed and fodder. Also, under the Quality fodder seed production of NLM, 100% assistance is provided for production of all categories of fodder seed to Central and State Government Agencies, dairy cooperatives and State Cooperative Milk Federations to produce quality fodder seed. The quality fodder seed is helping availability of quality fodder. Animal feed units are also established under the AHIDF scheme. In addition, the Department of Animal Husbandry and Dairying, GOI is also implementing National Programme for Dairy Development (NPDD). NPDD focuses on creating/strengthening of infrastructure for quality milk testing equipment as well as primary chilling facilities. Additionally, "Dairying through Cooperatives” aims to increase sale of milk and dairy products by increasing farmer’s access to organized market, upgrading dairy processing facilities and marketing infrastructure. Further, under Supporting Dairy Cooperatives and Farmer Producer Organizations engaged in dairy activities (SDCFPO) interest subvention on working capital loan is provided to assist the Cooperative milk unions and Farmer Producer Organizations engaged in dairy activities to tide over the crisis on account of severely adverse market conditions or natural calamities. An interest subvention of 2% per annum on the working capital loan is provided to the producer owned Institutes (POIs.). Further, for prompt and timely repayment, of loan an additional 2% per annum interest subvention is also payable at the end of the loan repayment/interest servicing period. ***
