GOVERNMENT OF INDIA MINISTRY OF MINORITY AFFAIRS LOK SABHA UNSTARRED QUESTION NO- 636 ANSWERED ON- 22/07/2026 MINORITY CONCENTRATED AREA DEVELOPMENT IN RAICHUR 636. SHRI G KUMAR NAIK Will the Minister of MINORITY AFFAIRS be pleased to state:- (a) the details of minority-concentrated blocks, towns and wards identified in Raichur district under PMJVK and the socio-economic and basic amenity indicators on the basis of which they were selected; (b) the status of access to secondary schools, PHCs, piped drinking water, household toilets, pucca roads and street lighting in such minority-concentrated areas of Raichur ward/taluk-wise; (c) the details of the number of PMJVK projects sanctioned for Raichur since 2018 and those remaining incomplete, non-operational or abandoned along with the reasons therefor; (d) the comparative position of minority-concentrated areas in Raichur vis-à-vis district averages on literacy, female literacy, school dropout rates, unemployment and housing deprivation; and (e) the details of specific interventions proposed during the next three years to bridge these deficits in minority-concentrated areas of Raichur along with the timelines and budgetary allocations? ANSWER THE MINISTER OF MINORITY AFFAIRS (SHRI KIREN RIJIJU) (a) to (c) Pradhan Mantri Jan Vikas Karyakram (PMJVK) is a Centrally Sponsored Scheme and one of the flagship programmes of the Ministry of Minority Affairs for creation of community infrastructure in Minority Concentration Areas in sectors such as Health, Skill Development, Education, Women-centric Projects, Drinking Water and Sanitation, Sports, Renewable Energy, Tourism, Animal Husbandry and other community infrastructure. As per the revised PMJVK Guidelines, the scheme is being implemented in all districts across the country. Under the revised guidelines, the States/UTs may propose infrastructure projects in identified areas where the concentration of minority population is more than 25% within a catchment area of a 15 km radius.PMJVK is a demand-driven scheme. Projects under the Scheme are considered and approved based on proposals received from the respective State Governments/UT Administrations. The identification of project locations, including minority-concentrated blocks, towns, wards and villages, as well as assessment of local infrastructure gaps and socio- economic needs, is undertaken by the concerned State Government/UT Administration while formulating project proposals in accordance with the Scheme guidelines. Accordingly, no separate list of minority-concentrated blocks, towns or wards in Raichur district, or ward/taluk-wise data on socio-economic and basic amenity indicators such as access to secondary schools, Primary Health Centres (PHCs), piped drinking water, household toilets, pucca roads and street lighting, is maintained centrally by the Ministry under PMJVK. The details of PMJVK projects approved for Raichur district, Karnataka since 2018, including their implementation status, are given at Annexure-I. (d) & (e) The implementation, execution, operation, and maintenance of projects approved under the scheme are the responsibility of the respective State Governments/ Union Territory Administrations. Accordingly, the Ministry does not maintain or capture district- specific data regarding the comparative position of minority-concentrated areas in Raichur vis- à-vis district averages on literacy, female literacy, school dropout rates, unemployment, and housing deprivation. Further, the Ministry does not maintain information on State-specific interventions proposed during the next three years, including timelines and budgetary allocations, for bridging such deficits in minority-concentrated areas of Raichur. As the execution, operation and maintenance of approved projects are the responsibility of the respective State Governments/Union Territory Administrations.
