GOVERNMENT OF INDIA MINISTRY OF WOMEN AND CHILD DEVELOPMENT LOK SABHA UNSTARRED QUESTION NO. 2093 TO BE ANSWERED ON 01.08.2025 MISSION SHAKTI 2093 SHRI SHRIRANG APPA CHANDU BARNE: SHRI BHAUSAHEB RAJARAM WAKCHAURE: SMT BHARTI PARDHI: Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state: (a) the detail of the overall impact of Mission Shakti in achieving safety, security and empowerment of women across the country since its launch, particularly in the Lok Sabha Constituencies of Maharashtra; (b) the manner in which the Government is ensuring effective convergence of its various components like 'Sambal' and 'Samarthya' at the ground level in collaboration with other Ministries and the State Government; (c) whether any specific mechanism is in place to monitor actual benefits reaching the most vulnerable women, including those residing in rural areas and those with disabilities, if so, the details thereof; (d) the details of the funds released and utilised for 'Sambal' and 'Samarthya' components, State and components-wise particularly in Maharashtra and Madhya Pradesh during the last three financial years along with the reasons for any significant non-utilisation of funds; and (e) the details of the steps being taken to ensure timely disbursement of funds to States/ UTs for effective implementation of the said schemes? ANSWER MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI SAVITRI THAKUR) (a) : The Central Government gives highest priority for ensuring safety, security and empowerment of women in the country and has undertaken various legislative and schematic/ policy interventions including in the States of Maharashtra and Madhya Pradesh. These include legislations such as “Bharatiya Nyaya Sanhita”, “Bharatiya Nagarik Suraksha Sanhita”, “Bharatiya Sakshya Adhiniyam”, “the Protection of Women from Domestic Violence Act, 2005‟, “The Dowry Prohibition Act, 1961‟, “The Sexual Harassment of Women at Workplace (Prevention, Prohibition, and Redressal) Act 2013” etc.The Ministry of Women and Child Development during the 15th Finance Commission period, with effect from the financial year 2022-23, implements Centrally Sponsored Schemes in the country for the welfare of women and children, which are placed under three verticals, viz. (1) Mission Shakti, for safety, protection and empowerment of women; (2) Saksham Anganwadi & Poshan 2.0 for improving nutrition & health indicators in the country; and (3) Mission Vatsalya, for protection and welfare of children in difficult circumstances. The details of the scheme under Mission Shakti are as follows: (i) Mission Shakti: The ‘Mission Shakti’ aims at strengthening interventions for safety, security and empowerment of women. It comprises of two verticals ‘Sambal’ and ‘Samarthya’. The “Sambal” vertical is for safety and security of women and it’s key component include, One Stop Centres (OSCs) which is an institution located at district level offering under one roof immediate help to women in distress such as temporary shelter, medical & police assistance, counselling and legal support. As on date, 843 OSCs are operational. The OSCs have assisted 11.94 lakh women till 30.06.2025. The Women Helpline (WHL) 181 component provides toll- free 24-hours telecom service to women seeking support and information. Women Helplines have handled over 2.30 crore calls and assisted over 88.24 lakh women till 31.05.2025. The Beti Bachao Beti Padhao component is mainly for interventions at grassroots level for bringing a positive shift in the mind-set towards valuing the girl child. The “Samarthya” vertical is for the empowerment of women. The Ministry implements the component of Pradhan Mantri Matru Vandana Yojana (PMMVY) across the country since 01.01.2017, under which Rs. 5,000/- is provided in Direct Benefit Transfer (DBT) mode for first child and Rs. 6,000/- for second child if the child is a girl, to the eligible women beneficiaries. The incentive aims to promote health-seeking behaviour and partial compensation for wage loss, as well as for positive behavioral change towards valuing the girl child. Shakti Sadan is an Integrated Relief and Rehabilitation Home for women in distressful situations including trafficked women. It aims to create a safe and enabling environment for the women in such difficult situations to enable them to overcome the adverse circumstances. Sakhi Niwas (Working Women Hostel) aims to promote availability of safe and conveniently located accommodation for working women in urban, semi-urban and even rural areas where employment opportunity for women exists. The SANKALP: Hub for Empowerment of Women (HEW) serves as a vehicle to bridge the information and knowledge gap regarding schemes and facilities available for women. The facilities under the above components of Mission Shakti are available for the citizens in the Lok Sabha Constituencies of Maharashtra also. (ii) For the safety and security of women and children, several Projects/ Schemes under Nirbhaya Fund have been implemented/ being implemented across the country including the Lok Sabha Constituencies of Maharashtra. These include Emergency Response Support System (ERSS)-112, Setting-up/ Strengthening Women Help Desk (WHDs) in police stations, Cyber Crime Prevention against Women & Children (CCPWC), under which a national cyber crime reporting portal (www.cybercrime.gov.in) has been established, Cyber forensic and related facilities in State Forensic Science Laboratories (SFSLs), One Stop Centers, Universalisation of Women Helpline (WHL)-181, State-wise Vehicle Tracking Platform(VTP), Training of Investigating Officers (IOs)/ Prosecution Officers (POs)/ Medical Officers (MOs) in Forensic Evidence collection, Setting up Fast Track Special Courts (FTSCs) to dispose of cases pending trial under rape and POCSO Act, Setting-up/ Strengthening Anti- Human Trafficking Units (AHTU), Safe City Project in 8 major cities including Mumbai etc. The Government, through institutions like the National Commission for Women (NCW) and their counterparts in States have been spreading awareness through seminars, workshops, audio- visual, print and electronic media etc. to sensitize the people about the safety and security of women and girls and also about various provisions of law. In addition, Ministry of Women and Child Development and Ministry of Home Affairs have issued advisories to States/ UTs from time to time on various issues pertaining to safety and security of women and children. (b) and (c): Effective convergence under Mission Shakti is ensured through coordination of activities at the grassroots level with the institutions/ field formations of relevant Union Ministries/ Departments and State Governments/ UT Administrations. The Ministry has instituted dedicated physical and digital monitoring mechanisms to ensure that actual benefits reach the most vulnerable women, including those residing in rural areas and the women with disabilities. At the Central level, there is a Programme Approval Board (PAB), which approves the new proposals of the States/ UTs under various components of Mission Shakti and also reviews the implementation of the schemes/ projects and takes appropriate measures for course correction. Similarly, the States/ UTs at the Department level as well as District Administrations at their level review the implementation of the projects from time to time. The Ministry, at various levels, monitors the progress of the scheme, from time to time, with States/ UTs through video conferencing, physical meetings and field visits by the officials. The Ministry of Women and Child Development has launched Mission Shakti portal that captures complete details of services provided to the beneficiaries through various components of Mission Shakti. Also, a PMMVY Soft application has been put in place to facilitate easy filing and processing of applications for availing benefits under the scheme. The SANKALP: Hub for Empowerment of Women (HEW) is the major component of Mission Shakti that facilitates inter-sectoral convergence by acting as a single-window coordination platform, integrating resources and services from various ministries and departments to address women's empowerment needs comprehensively. District-level SANKALP hubs collaborate closely with Gram Panchayats, utilizing frontline workers, enabling direct interaction with beneficiaries and effective last-mile service delivery. This approach improves awareness generation and access to government schemes by ensuring the dissemination of targeted IEC materials, organizing local awareness campaigns, and conducting gender sensitization programs across schools, colleges, and public forums. Under Palna component, nutritional support, health and cognitive development of children, growth monitoring & immunization etc is provided in convergence with the functionaries of Anganwadi centers and the Health Department. Similarly, the OSC and Shakti Sadan work closely with the Police Department, District Legal Services Authority, Health Department/ Hospitals and other stakeholders as per need. Under Beti Bachao Beti Padhao component, activities are organised in coordination with the Education, Health, Skill Development and other relevant Departments at State/ District level.(d): The details of the funds released and Utilization Certificates (UCs) received under 'Sambal' and 'Samarthya' components, State-wise and components-wise as well as in respect of the State of Maharashtra and Madhya Pradesh during the last three financial years is at Annexure. (e): In order to ensure timely disbursement of funds to States/ UTs for effective implementation of the Scheme, SNA SPARSH model has been introduced by the Government for release of funds ‘Just-in-time’ to improve the efficiency of financial management system. All States and UTs with legislature are covered under the SNA SPARSH model in phased manner. In respect of all the States, who have on-boarded on SNA SPARSH platform and complied with the prescribed conditions, mother sanction has already been issued in the current financial year.
