Will the Minister of Women and Child Development be pleased to state:
(a) the details of the funds allocated/utilized under the Mission Shakti scheme for women's
safety and empowerment;
(b) the number of One Stop Centres (OSCs) and Women Helplines operational in the
country;
(c) the number of women beneficiaries who have availed support services from these OSCs
during the last three years;
(d) the details of the steps taken to strengthen the mechanism for fast-track trials in cases
of crimes against women;
(e) the details of the measures being taken to promote financial literacy/economic
independence among women through said mission; and
(f) the number of OSCs, Anganwadi centres/working women's hostels sanctioned under
various schemes of the Ministry during the last five years for Bhiwani-Mahendragarh

(a) to (f): Mission Shakti aims at strengthening interventions for women safety, security and
empowerment. Mission Shakti comprises of two verticals ‘Sambal’ for safety and security of
women and ‘Samarthya’ for empowerment of women. The details of year-wise and
component-wise funds released from 2022-23 to 2025-26 is at Annexure.Sambal- The following schemes have been included under the Sambal vertical: One Stop
Centres (OSC) for providing integrated support and assistance to women affected by violence
and those in distress, both in private and public spaces in a convergent and coordinated manner
under one roof; Women Helplines (181- WHL) is a 24 x 7 x 365 toll-free emergency/non-
emergency response system that is integrated with ERSS (112) and other existing
helplines/institutions; Beti Bachao Beti Padhao (BBBP), launched with an aim to help to
address declining Sex Ratio at Birth (SRB) and related issues of empowerment of girls and
women over a life cycle continuum and Nari Adalat is an pilot initiative aimed at empowering
women by ensuring justice and to offer services such as alternate dispute resolution, grievance
redressal, counselling, evidence-based decision-making, pressure group tactics, negotiation,
mediation, and reconciliation.
Samarthya -The following schemes have been included under 'Samarthya' vertical: Pradhan
Mantri Matru Vandana Yojana (PMMVY) is a Maternity Benefit Scheme under which cash
incentives flow to the beneficiaries in Direct Benefit Transfer (DBT) mode for the first child
and the second girl child; Shakti Sadan is an integrated Relief and Rehabilitation Home for
women in distress situations including trafficked women; Sakhi Niwas provides availability
of safe and conveniently located accommodation for working women; Palna that aims to
provide quality crèche facility in safe and secure environment for children and
SANKALP:HEW facilitate inter-sectoral convergence of schemes and programs meant for
women at National level, State/ UT level and district level.
Since inception i.e. 1st April, 2015 up to 30th September, 2025, over 12.67 lakh women have
been assisted under OSC across the country. As on date, 864 OSCs are operational across the
country including one OSC each in Bhiwani, Mahendragarh and Charkhi Dadri districts of
Bhiwani- Mahendragarh Parliamentary Constituency of Haryana.
As per the Poshan Tracker as on 30.11.2025, the number of active Anganwadi Centres is 634
in Bhiwandi, 1201 in Charkhi Dadri and 1282 in Mahendergarh.
Fast Track Special Courts (FTSCs), including exclusive POCSO (ePOCSO) Courts was
introduced in October, 2019 following the enactment of the Criminal Law (Amendment) Act,
2018. 773 Fast Track Special Courts (FTSCs), including 400 exclusive POCSO Courts are
functional across 29 States/UTs, which have disposed of over 3.50 lakh cases.
