Annadurai: Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state: (a) whether the Government has reviewed the implementation of the Mission Shakti umbrella scheme, particularly components relating to One Stop Centres (OSCs), Women Helplines (181) and safe shelter facilities in Tamil Nadu; (b) the number of cases registered/resolved by the OSCs and Women Helpline in the said State during the last three years, district-wise; (c) whether there are gaps in staffing, counsellor availability, legal aid support/timely compensation for victims of violence against women in certain districts, if so, the details thereof; (d) the details of the funds allocated, released and utilised under the said Mission for said State during the last three years; and (e) the details of the steps being taken to strengthen institutional support, improve response time and ensure effective rehabilitation and empowerment of women? ANSWER MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI SAVITRI THAKUR) (a) to (e): Mission Shakti aims at strengthening interventions for women safety, security and empowerment. Mission Shakti comprises of two verticals ‘Sambal’ for safety and security of women and ‘Samarthya’ for empowerment of women. Mission Shakti is Centrally Sponsored Scheme implemented across the country including the State of Tamil Nadu. One Stop Centre (OSC) provides integrated and immediate support and assistance under one roof to women affected by violence and those in distress, both in private and public spaces and provided assistance to over 1.45 lakh women in the State of Tamil Nadu since inceptiontill 31st December, 2025. OSC provides services like medical aid, legal aid and advice, temporary shelter, police assistance and psycho-social counselling to needy women. Women Helpline (181) provides 24-hour toll-free telecommunication services to support women in both emergency and non-emergency situations. Since inception till 28th February, 2026, over 2.20 lakh women have been assisted in the State of Tamil Nadu through WHL. Shakti Sadan is an integrated relief and rehabilitation home for women in distress situations, including trafficked women. Sakhi Niwas provides safe and conveniently located accommodation for working women. The details of women assisted by the OSCs, Women Helpline and Shakti Sadan in the State of Tamil Nadu during the last three years has been placed at Annexure. As per the Mission Shakti guidelines, the Central Government provides 100% financial assistance to States/ UTs for appointment/hiring 13 manpower resources including 1 Psycho- social Counsellor, 1 Para Legal Personnel/ Lawyer and 1 Para Medical Personnel at each OSC. The overall implementation of the Mission Shakti scheme lies with the State Governments and UT Administrations and funds are being released on the basis of guidelines of Department of Expenditure, prescribed for Single Nodal agency (SNA) or SNA SPARSH of the Public Financial Management System (PFMS). Fund released/expenditure under Mission Shakti for the State of Tamil Nadu for 2022-23 is Rs.94.88 Crore, for 2023-24 is Rs.44.48 Crore and for 2024-25 is Rs.124.85 Crore. Further, once in a year, the Programme Approval Board (PAB) monitors with States and UTs, the progress of activities under the scheme and reviews status of achievement of objectives and effective delivery of services to women and children. Apart from this, officials of the Ministry continuously review the scheme through meetings, video conferencing and by making field visits to States and UTs from time to time. Two third party evaluations of the schemes of the Ministry, including the Mission Shakti Umbrella Scheme and its components relating to One Stop Centres (OSCs) and Women Helplines (181) facilities in the State of Tamil Nadu have been conducted in 2020 and again in 2025 through NITI Aayog.
