MISSION VATSALYA SCHEME

Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state:
(a) the objective of the Mission Vatsalya Scheme along with the funds released under the
said scheme, State-wise, specifically in the districts of Bareilly, Badaun, Shahjahanpur,
Jaunpur and Aonla Parliamentary Constituency of Uttar Pradesh;
(b) the manner in which the works under the Mission Vatsalya Scheme are monitored and
evaluated;
(c) the number of children identified by the Child Welfare and Protection Committee
(CWC/CW & PC) in the said districts along with the number of children provided
sponsorship/assistance under the said scheme in the said districts and constituencies;
and
(d) the number of children receiving financial assistance in the said districts and
Parliamentary Constituencies along with the amount of assistance provided to such
children who leave child care institutions after attaining the age of 18 years?
ANSWER

(a) & (b) : Ministry of Women and Child Development is implementing Centrally Sponsored
Scheme namely ‘Mission Vatsalya’ through the State and UT Governments on pre-defined
cost sharing basis between the Centre and the State Governments to deliver various services
for children in difficult circumstances, which include both institutional and non-institutional
care services.
The Mission Vatsalya ensures that the best interests of children are always taken care of while
designing the projects/ programmes. It includes establishing institutional care services, non-
institutional care services and emergency outreach services for children.
Mission Vatsalya Scheme guidelines envisage monitoring mechanism at the State and District
levels. The agencies responsible for monitoring and implementation of the Scheme include
the State Child Protection Society, State Adoption Resource Agency, State Child Welfare and
Protection Committee at State level and District Child Protection Unit, District Child Welfare
and Protection Committee and Child Welfare Committee at the District level. District
Magistrates have been empowered as the nodal authority at the district level for the welfare
of children in need of care and protection. Further, the National Commission for Protection
of Child Rights (NCPCR) at national level and State Commission for Protection of ChildRights (SCPCR) at State level respectively monitor the implementation of the Juvenile Justice
(Care and Protection of Children) Act, 2015 (Section 109).
Funds are released to the State Governments and UT Administrations for implementation of
the Mission Vatsalya Scheme. State and UT-wise details of funds released including State of
Uttar Pradesh under Mission Vatsalya scheme during the financial year 2024-25 are at
Annexure.
(c) & (d) : Mission Vatsalya scheme guidelines provide for District Child Welfare and
Protection Committee in every district headed by the District Magistrate to supervise and
monitor the Institutional and Non-Institutional Care Services under Mission Vatsalya
Scheme. The Non-Institutional Care components under Mission Vatsalya scheme include
Sponsorship, Foster Care and After Care.
Total 15,000 children have been supported for Non-Institutional care for the State of Uttar
Pradesh under Mission Vatsalya Scheme, as on 31.03.2025. District-wise and Parliamentary
Constituency -wise data is not maintained centrally.
