Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state:
(a) the objectives of Mission Vatsalya Yojana alongwith the details of allocation of funds,
State-wise and district-wise in Uttar Pradesh;
(b) the details of the monitoring methodology of the Mission Vatsalya Yojana;
(c) the number of children identified by the Children Welfare and Protection Committee
(CW&PC) alongwith the number of children facilitated with sponsorship under the said
Yojana district-wise in Uttar Pradesh; and
(d) the number of children receiving financial assistance at present and the details of the
financial assistance to be given after completing the age of 18 years?

(a) & (b) : Ministry of Women and Child Development is implementing Centrally Sponsored
Scheme namely ‘Mission Vatsalya’ through the State/ UT Governments on pre-defined cost sharing
basis between the Centre and the State Governments to deliver various services for children in
difficult circumstances, which include both institutional and non-institutional care services.
The Mission Vatsalya ensures that the best interests of children are always taken care of while
designing the projects/ programmes. It includes establishing institutional care services, non-
institutional care services and emergency outreach services for children.
Mission Vatsalya Scheme guidelines envisage monitoring mechanism at the State and District
levels. The agencies responsible for monitoring and implementation of the Scheme include the
State Child Protection Society, State Adoption Resource Agency, State Child Welfare and
Protection Committee at State level and District Child Protection Unit, District Child Welfare and
Protection Committee and Child Welfare Committee at the District level. District Magistrates have
been empowered as the nodal authority at the district level for the welfare of children in need of
care and protection. Further, the National Commission for Protection of Child Rights (NCPCR) at
national level and State Commission for Protection of Child Rights (SCPCR) at State level
respectively monitor the implementation of the Juvenile Justice (Care and Protection of Children)
Act, 2015 (Section 109).Funds are released to the State Governments/ UT Administrations for implementation of the
Mission Vatsalya Scheme. State and UT-wise details of funds released including State of Uttar
Pradesh under Mission Vatsalya scheme during the financial year 2024-25 are at Annexure.
(c) & (d) : Mission Vatsalya scheme guidelines provide for District Child Welfare and Protection
Committee in every district headed by the District Magistrate to supervise and monitor the
Institutional and Non-Institutional Care Services under Mission Vatsalya Scheme. The Non-
Institutional Care components under Mission Vatsalya scheme include Sponsorship, Foster Care
and After Care.
Total 15,000 children have been supported for Non-Institutional care for the State of Uttar Pradesh
under Mission Vatsalya Scheme, as on 31.03.2025. District-wise data is not maintained centrally.
