Parliament Question: Mobile Cancer Detection/Screening Vans

SHRIG M HARISH BALAYOGI: Willthe Minister of HEALTH AND FAMILYWELFAREbe pleasedtostate: (a) the details of the mobile cancer detection/screening vansfunctional underGovernment health programmes in Andhra Pradesh, especially in Konaseema district, State/UT-wise and district- wise; (b) whether such mobile cancer detection/screening vans are integrated into the public health system underCentral/State Government programmes, if so, the detailsthereof,State-wise; (c)the details of areascoveredbysuch mobile vans, especially rural andunderserved areasalong with the detailsof the criteria adoptedbythe Government for selectionof such areas; (d) the number of beneficiaries screened, cancer cases detected and referrals made through such mobile vansduring the last two years, year-wise,especiallyinAndhra Pradesh; (e) the funds sanctioned, released and utilised for mobile cancer detection and screening initiatives during the said period, State/UT-wise, including cost per van and cost per screening; and (f) the steps taken/proposed to be taken by the Government to scale up and integrate mobile cancer detection and screening vans into the public health system, especially in rural and underserved areas? ANSWER THE MINISTER OFSTATE INTHE MINISTRYOFHEALTHAND FAMILYWELFARE (SHRIPRATAPRAOJADHAV) (a) to (f) Public Health and Hospitals are State subject. Accordingly, deployment and operation of mobile cancer detection/screening vans are undertaken by the respective State/UT Governments based on their local requirements and priorities. Under the National Health Mission (NHM), the Government of India provides technical and financial assistance to the States/UTs, including Andhra Pradesh, based on the proposals received in their Programme ImplementationPlans (PIPs)andsubject toavailabilityof resource envelope. Under the National Programme for Prevention and Control of Non-Communicable Diseases (NP -NCD), implemented aspart of the National HealthMission (NHM), individualaged 30& above are screened for common NCDs, including oral, breast and cervical cancers, through variouspublic health facilities. States/UTs may also deploy mobile medical units as part of their public healthservice delivery, dependingonlocal requirementsandapprovedPIPs. NP-NCD programme focuses on strengthening infrastructure, human resource development, screening, early diagnosis, referral, treatment, and health promotion for NCDs. Under NP-NCD, 770 District NCD Clinics, 233 Cardiac Care Units and 6,410 NCD clinics at Community Health Centres were set up across the country. In addition, 524 Day Care Cancer Centres (DCCCs) are functionalacross the countryto ensure cancercare accessibility at district hospital level. ******
