Parliament Question: Model Fishing Villages in Andhra Pradesh

Shri G M Harish Balayogi: Shri Magunta Sreenivasulu Reddy: Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING be pleased to state: (a) whether the Government has undertaken any initiatives for the development of Model Fishing Villages in Andhra Pradesh; (b) if so, the details thereof, including the number of Model Fishing Villages sanctioned, approved and developed in the State, district-wise; (c) the amount of funds allocated, released and utilised for the development of Model Fishing Villages in the State during the last three years, year-wise and district-wise; (d) whether the Government has launched any initiatives for the development of Climate Resilient Coastal Fishermen Villages (CRCFV) in the State to address climate change vulnerabilities in coastal communities; and (e) if so, the details thereof and the number of such villages identified or approved under CRCFV in the State, district-wise? ANSWER MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH) (a) to (e): A Statement is placed on the Table of the House. *****Statement referred to in reply to the Lok Sabha Starred Question No.33 due for answer on 22nd July, 2025 put in by Shri G M Harish Balayogi and Shri Magunta Sreenivasulu Reddy, Hon’ble Members of Parliament, Lok Sabha regarding Model Fishing Villages in Andhra Pradesh (a) to (c): Pradhan Mantri Matya Sampada Yojana (PMMSY) implemented by the Ministry of Fisheries, Animal Husbandry and Dairying, Department of Fisheries with effect from the year 2020-21 inter alia envisages development of Integrated Modern Coastal Villages at an unit cost of Rs 750 lakh with an aim to maximize economic and social benefits to coastal fishers while minimizing environmental degradation through sustainable fishing practices. This initiative aims to empower fishers in coastal villages by securing their livelihoods and enhancing participation along the fisheries value chain. It supports fisheries infrastructure, modern amenities, disaster resilient houses, cyclone and tsunami shelters and post- harvest amenities based on the local needs and priorities of the villages. This activity under the PMMSY seeks to leverage the inherent strengths of coastal villages to sustainably amplify their economic benefits. The development of Integrated Modern Coastal Fishing Villages is a non-beneficiary-oriented activity of PMMSY, implemented in partnership with the coastal State Governments on a 60:40 cost-sharing basis between the Central and State Governments. No proposals received from the Government of Andhra Pradesh for the PMMSY component- Integrated Modern Coastal Fishing Villages. (d) to (e): The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying, recognizing the importance of developing the coastal communities, has also taken up another transformative initiative under the Pradhan Mantri Matya Sampada Yojana (PMMSY) to develop the existing 100 fishermen villages situated close to the coastline in various States and Union Territories (UTs), including Andhra Pradesh, into Climate Resilient Coastal Fishermen Villages (CRCFV), to make them economically vibrant fishermen villages. The development of CRCFV has been taken up under the Central Sector Scheme Component of PMMSY with a unit cost of Rs 200 lakh per fishing village, and the entire cost (100%) is met by the Government of India. This transformative initiative, among other objectives, aims to develop coastal fishermen villages into sustainable, economically vibrant, and climate-resilient, fishing hubs that can draw tourism and boost coastal trade. The primary objective is to create sustainable livelihood opportunities for fishers by developing need-based fisheries infrastructure and promoting sustainable, eco-friendly and climate resilient livelihood avenues. The scheme also focuses on improving the quality of life for fishers through enhanced safety, security, and access to modern fishing implements, post-harvest facilities, and marketing support. Under the Climate Resilient Coastal Fishermen Villages component, a total of 15 coastal fishermen villages have been identified in consultation with the Government of Andhra Pradesh. The proposals of the Government of Andhra Pradesh to develop the identified 15 villages as CRCFV at a total cost of Rs. 30 crore have been approved, and the first instalment of the central share of Rs. 7.50 Crore has been released to the Government of Andhra Pradesh for implementation of the approved projects of CRCFV. The District-wise details of these 15 identified costal fishermen villages are furnished at Annexure-I.
