SHRI KALI CHARAN SINGH: Will the Minister of RAILWAYS be pleased to state: (a) the progress made under the Amrit Bharat Station Scheme (ABSS) during the last one year including the number of stations sanctioned, taken up for redevelopment, completed and inaugurated, State/UT and station-wise; (b) the details of projects in Bihar, Jharkhand, Chhattisgarh and Delhi/NCR, including estimated cost, funds allocated and utilised, physical and financial progress, present status and expected completion date, station-wise; (c) the measures taken/being taken by the Government to provide modern passenger amenities, universal accessibility for persons with disabilities, digital information systems, Wi-Fi, lifts, escalators, improved waiting halls, parking, multimodal integration, green building features and renewable energy facilities; (d) whether the Government has assessed the impact of the said Scheme on passenger convenience, tourism, regional connectivity, employment and local economic development and if so, the details thereof; and (e) the details of works completed, under execution and proposed in the said States/UT and station-wise? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (e) Ministry of Railways has launched Amrit Bharat Station Scheme for redevelopment of stations with a long-term approach. § Page 1 of 32The scheme involves preparation of master plans and their implementation in phases to improve the stations of Indian Railways. The master planning, keeping in view the necessity of each station, includes:  Improvement of access to station and circulating areas  Integration of station with both sides of city  Improvement of station building  Improvement of waiting halls, toilets, sitting arrangement, water booths  Provision of wider foot over bridge/subway to commensurate with passenger traffic  Provision of lifts/escalators/ramps  Improvement of platform surface/ provision of platform shelter  Provision of kiosks for local products through schemes like ‘One Station One Product’  Parking development  Amenities for Divyangjans  Better passenger information systems  Provision of air concourse, executive lounges, Multimodal integration, landscaping, etc. The scheme also envisages sustainable and environment friendly solutions etc. as per necessity, phasing and feasibility and creation of city centre at the station in the long term. So far, 1,340 stations have been identified for development under Amrit Bharat Station Scheme out of which, 98 stations are located in Bihar, 57 stations are located in Jharkhand, 32 stations are located in Chhattisgarh and 13 stations are located in Delhi. The works of new second entry departure building, main entry new arrival and departure building, new platform no. 8, new platform shelters, air concourse and improvement of circulating area have been taken up.  Luckeesarai Junction station: The works of new main entry station building, extension of foot over bridge and improvement of circulating area have been completed. The work of installation of lift for existing foot over bridge has been taken up.  Fatuha station: The works of extension of platform no. 6, improvement of second entry circulating area and approach road have been completed. The work of new station building, lifts and escalator have been taken up.  Anugraha Narayan Road station: The works of extension and surfacing of platform no. 1/2 & 3/4 and new toilet block have been completed. The works of improvement of station building, improvement of circulating area, entry/exit gate, new water booths, platform shelter and new 6 m wide foot over bridge have been taken up.  Dehri On Sone station: The works of new booking office, new foot over bridge with lifts, improvement of circulating area, new toilet block, new water booth and new platform shelter have been taken up. Page 6 of 32Jharkhand:  Ranchi Junction station: The works of new station building at second entry, new platform no. 6 and structural work of extended 6 m wide foot over bridge have been completed. The finishing works of new station building at second entry and 6 m wide foot over bridge extension, the work of entrance porch, new platform shelters on new platform no. 6, improvement of circulating area and parking at second entry, new 6 m wide foot over bridge, underground water tanks and sewage treatment plant have been taken up.  Japla station: The works of improvement of station building, improvement of circulating area and boundary wall have been completed. The works of new platform shelter, new toilet block, additional water booths and new foot over bridge have been taken up.  Daltonganj station: The works of raising and surfacing of platform no. 1, 2 & 3, improvement of station building, improvement of circulating area, parking, approach road, new boundary wall, toilet block have been completed. The works of entrance porch, new platform shelter and 12 m foot over bridge have been taken up.  Nagar Untari station: The works of improvement of circulating area, parking, approach road and new platform shelter have been completed. Chhattisgarh:  Bilaspur station: The foundation works of new North-East side station building and new South-West side station building have been completed. The works of superstructure of new North-East side station building, new South-West side station building, residential quarters, substation building and service buildings have been taken up.  Akaltara station: The works of improvement of station building, improvement of circulating area, parking, waiting halls, booking counter, platform shelters, new toilet, landscaping, installation of CCTV and signages have been completed. The work of 12 m wide foot over bridge has been taken up.  Korba station: The works of improvement of station building, waiting halls, booking counter, improvement of circulating area, parking, platform shelters, landscaping, installation of CCTV and signages have been completed. The work of 12 m wide foot over bridge has been taken up.  Jagdalpur station: The works of new station building, 12 m wide foot over bridge, improvement of platform surface, improvement of circulating area, toilets, platform shelters and waiting hall have been completed. The works of lifts, signages and installation of Coach Indication Boards have been taken up. Delhi:  Bijwasan station: The structural work of station building, air concourse, electrical substation and water treatment plant have been completed. The works of platform shelters, sewage treatment plant, rainwater harvesting, lifts, escalator, waiting lounge, air-concourse flooring and finishing works of station building have been taken up.  Safdarjung station: The work of station building, structural work of air concourse and office building have been completed. The works of foot over bridge, finishing work of office building and electrical work of station building have been taken up.  Delhi Cantonment station: The works of East side station building, elevated road all around the station, multi-level car parking (G+5), departure concourse, North and South side arrival blocks, platform refurbishing and overhead water tank have been taken up.  New Delhi station: The works of holding area on Ajmeri Gate side for rush management and shifting of passenger facilities have been completed. The works of elevated road network along Asaf Ali Road and Basant Road, double basement on Paharganj side, tree Page 9 of 32transplantation, compensatory plantation and diversion of the sewer barrel at Chelmsford Road have been taken up.  Sabzi Mandi station: The works of new station building, 12 m wide foot over bridge, platform shelter, improvement of platform surface, toilets, improvement of parking amenities for Divyangjan, improvement of circulating area and lift have been taken up. Development / Upgradation of railway stations is a complex in nature involving safety of passengers & trains and requires various statutory clearances such as tree cutting, heritage, fire clearance, airport clearance etc. These stations are in operation since long, so brownfield work challenges are being faced, such as shifting of utilities (involving water/sewage lines, optical fibre cables, gas pipelines, power/signal cables, etc.), infringements, operation of trains without hindering passenger movement, speed restrictions due to works carried out in close proximity of the tracks and near to high voltage power lines, etc. and these factors affect the progress of work and completion time. Indian Railways is committed to make its railway stations accessible for Persons with Disabilities (Divyangjans) and passengers with reduced mobility as part of “Sugamya Bharat Mission” or ‘Accessible India Campaign’ of Government of India. In compliance of the Rights of Persons with Disabilities Act, 2016, “Guidelines on accessibility of Indian Railway stations and facilities at stations for differently abled persons (Divyangjans) and passengers with reduced mobility” have been circulated and notified in the Gazette of India. The guidelines include provisions of facilities for Divyangjans and passengers with reduced mobility such as entrance ramps, accessible parking, low height ticket counters/help booths, toilets, drinking water booths, subways/foot over bridges with Page 10 of 32ramps/lifts, standard signages including Braille signages and tactile pathways for visual impairment, etc. which have been taken up for implementation in a phased manner and on the principles of reasonable accommodation. Further, development / redevelopment / upgradation / modernisation of stations on Indian Railways, including amenities for Divyangjan, lift, escalator, waiting hall, parking etc., is a continuous and ongoing process and works in this regard are undertaken as per requirement, subject to inter-se priority and availability of funds. Development / redevelopment / upgradation / modernisation of a station is carried out based on category of station/condition/traffic handled etc. Development / upgradation / modernisation of stations including under Amrit Bharat Station Scheme is generally funded under Plan Head-53 ‘Customer Amenities’. The details of allocation and expenditure under Plan Head-53 are maintained Zonal Railway-wise and not station-wise or state- wise. Bihar is covered under the jurisdiction of four railway zones, namely, Eastern Railway, East Central Railway, North Eastern Railway and Northeast Frontier Railway. For these zones, an allocation of ₹ 1,543 crore has been made for the financial year 2026-27, out of which an expenditure (up to June, 2026) of ₹ 677 crore has been incurred so far. Jharkhand is covered under the jurisdiction of three railway zones, namely, East Central Railway, Eastern Railway and South Eastern Railway. For these zones, an allocation of ₹ 1,199 crore has been made for the financial year 2026-27, out of which an expenditure (up to June, 2026) of ₹ 526 crore has been incurred so far. Page 11 of 32Chhattisgarh is covered under the jurisdiction of two railway zones, namely, South East Central Railway and East Coast Railway. For these zones, an allocation of ₹ 1,132 crore has been made for the financial year 2026-27, out of which an expenditure (up to June, 2026) of ₹ 486 crore has been incurred so far. Delhi is covered under the jurisdiction of Northern Railway. For the zone, an allocation of ₹ 2,078 crore has been made for the financial year 2026-27, out of which an expenditure (up to June, 2026) of ₹ 452 crore has been incurred so far. Amrit Bharat Station Scheme also envisages improvement in various passenger amenities at the stations which enhance the passenger convenience. Further, Development of stations into city centres envisages enhanced economic activities at and around the stations apart from improved travel experience. Further, development/upgradation of railway stations has a positive impact on tourism in the surrounding areas. Employment: Recruitment done in Indian Railways during 2004-05 to 2013-14 vis-à-vis during 2014-15 to 2025-26 is given as under: - Period Recruitments 2004-2005 to 2013-2014 4.11 lakh 2014-2015 to 2026-2027 (upto 5.56 lakh 30.06.2026) Occurrence and filling up of vacancies are continuous processes on Indian Railways considering its size, spatial distribution and criticality of Page 12 of 32operation. Adequate and suitable manpower is provided to cater to the regular operations, changes in technology, mechanisations and innovative practices. The vacancies are filled up primarily by placement of indents by Railways with Recruitment agencies as per operational and technological requirements. The RRB examinations are quite technical in nature entailing large scale mobilization of men and resources and training of manpower. Railway overcame all these challenges and successfully conducted the recruitment in a transparent manner following all laid down guidelines. Further, as system improvement, the Ministry of Railways has introduced a system of publishing the Annual Calendar from 2024 for recruitment to various categories of Group ‘C’ posts. The introduction of the Annual Calendar is benefitting the aspirants in the following manner:  More opportunities for candidates;  Opportunities to those becoming eligible every year;  Certainty of exams;  Faster Recruitment process, Training and Appointments Presently, recruitment against 1,61,889 vacancies of non-gazetted personnel has been taken up on Indian Railways as per Annual Calendar 2024, 2025 and 2026. Further, escalators and lifts at railway stations are provided as per extant policy depending upon techno-economic feasibility and inter-se priority of the stations. So far, 1,794 escalators at 443 railway stations and 2,159 lifts at 791 railway stations have been provided over Indian Railways. As on June 2026, about 1,161 MW of solar and about 103 MW of wing power plant have been installed over Indian Railway. Page 19 of 32Digital Information Systems: Under Amrit Bharat Station Scheme, a range of passenger amenities, including Coach Guidance Systems (CGSs), Electronic Train Indication Boards (TIBs) and Public Address (PA) System are planned to be provided at stations across Indian Railways. Bihar: Railway Budget: Budget allocation in the recent years has increased significantly.
