SMITA UDAY WAGH: Will the Minister of RAILWAYS be pleased to state: (a) whether the Government has reviewed the progress made under the Amrit Bharat Stations Scheme (ABSS) including the number of railway stations redeveloped and the status of works undertaken and if so, the details thereof; (b) whether the Government maintains data on railway stations selected for redevelopment under the said scheme State-wise and division-wise and if so, the details thereof particularly for Maharashtra, including Jalgaon Lok Sabha Constituency; (c) whether the Government has undertaken measures to modernise railway stations through improved passenger amenities, universal accessibility, multimodal integration, green infrastructure and digital facilities and if so, the details thereof; (d) whether the Government has assessed the impact of the Scheme on passenger convenience, regional connectivity and economic development and if so, the details thereof; and (e) whether the Government proposes to expedite redevelopment of railway stations in Jalgaon Lok Sabha Constituency under the said scheme and if so, the details thereof? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (e) Ministry of Railways has launched Amrit Bharat Station Scheme for redevelopment of stations with a long-term approach. § Page 1 of 7This scheme involves preparation of master plans and their implementation in phases to improve the stations of Indian Railways. The master planning, keeping in view the necessity of each station, includes: ● Improvement of access to station and circulating areas ● Integration of station with both sides of city ● Improvement of station building ● Improvement of waiting halls, toilets, sitting arrangement, water booths ● Provision of wider foot over bridge/subway to commensurate with passenger traffic ● Provision of lifts/escalators/ramps ● Improvement of platform surface/ provision of platform shelter ● Provision of kiosks for local products through scheme like ‘One Station One Product’ ● Parking development ● Amenities for Divyangjans ● Better passenger information systems ● Provision of air concourse, executive lounges, Multimodal integration, landscaping, etc. The scheme also envisages sustainable and environment friendly solutions etc. as per necessity, phasing and feasibility and creation of city centre at the station in the long term. Development of stations into city centres envisages enhanced economic activities at and around the stations apart from improved travel experience. So far, 1,340 stations have been identified for development under this scheme, out of which 132 stations, including Amalner, Chalisgaon, Dharangaon, Pachora Junction and Jalgaon stations of Jalgaon Lok Sabha Constituency, are located in Maharashtra. The works of new station building at main entry and second entry side, new 12 m wide foot over bridge, new entry and exit gate, new toilet block, improvement of circulating area, parking and improvement of platform surface have been taken up.  Chalisgaon station: The works of station entrance porch, entrance gate, boundary wall and new platform shelters have been completed. The works of new 12 m wide foot over bridge, lift, escalator, improvement of station building, improvement of circulating area, parking, improvement of platform surface, station illumination and signage have been taken up.  Dharangaon station: The works of new station building at main entry, booking office at second entry side, new 12 m wide foot over bridge, improvement of platform surface at platform no. 1 & 2, improvement of circulating area and parking have been taken up.  Pachora Junction station: The works of new booking office, entrance gate, boundary wall, improvement of existing station building, foot over bridge, toilet block, improvement of circulating area, parking, improvement of platform surface and new platform shelter have been completed. The work of lift for existing foot over bridge has been taken up. Page 5 of 7 Jalgaon station is under master planning. Master planning is an iterative process requiring optimization and the timeframe and other details for such optimization cannot be indicated at this stage.  Chhatrapati Sambhajinagar station: The works of new post office building and parcel office, new Railway Protection Force and Government Railway Police building at North side have been completed. The works of new arrival and departure building at South side, new waiting hall, toilet, air concourse, 6 m wide foot over bridge, through roof, new underground tanks at North and South sides, new sewage treatment plant at North and South side, and new electrical substation building have been taken up. Further, development / redevelopment / upgradation / modernisation of stations on Indian Railways including provision of passenger amenities, is a continuous and ongoing process and works in this regard are undertaken as per requirement, subject to inter-se priority and availability of funds. Development / redevelopment / upgradation / modernisation of a station is carried out based on category of station/condition/traffic handled etc. Indian Railways is committed to make its railway stations accessible for Persons with Disabilities (Divyangjans) and passengers with reduced mobility as part of “Sugamya Bharat Mission” or ‘Accessible India Campaign’ of Government of India. In compliance of the Rights of Persons with Disabilities Act, 2016, “Guidelines on accessibility of Indian Railway stations and facilities at stations for differently abled persons (Divyangjans) and passengers with reduced mobility” have been circulated and notified in the Gazette of India. The guidelines include provisions of facilities for Divyangjans and passengers with Page 6 of 7reduced mobility such as entrance ramps, accessible parking, low height ticket counter/help booths, toilets, drinking water booth, sub- ways/ foot over bridges with ramps/lifts, standard signages including Braille signages and tactile pathways for visual impairment, etc. Development / Upgradation of railway stations is complex in nature involving safety of passengers & trains and requires various statutory clearances such as fire clearance, heritage, tree cutting, airport clearance etc. The progress also gets affected due to brownfield related challenges such as shifting of utilities (involving water/sewage lines, optical fibre cables, gas pipe lines, power/signal cables, etc.), infringements, operation of trains without hindering passenger movement, speed restrictions due to works carried out in close proximity of tracks and high voltage power lines, etc. and these factors affect the completion time. Development / upgradation / modernisation of stations including under Amrit Bharat Station Scheme is generally funded under Plan Head-53 ‘Customer Amenities’. The details of allocation and expenditure under Plan Head-53 are maintained Zonal Railway-wise and not station-wise or state- wise. Maharashtra is covered under the jurisdiction of four railway zones, namely, Central Railway, Southern Central Railway, South East Central Railway and Western Railway. For these zones, an allocation of ₹ 3,543 crore has been made for the financial year 2026-27, out of which an expenditure (up to June, 2026) of ₹ 1,671 crore has been incurred so far. ***** Page 7 of 7
