Will the Minister of Cooperation (सहकारिता मंत्री) be pleased to state:
(a) whether any special scheme is being implemented by the Government for revival and
modernization of weaver's cooperative societies of Bhiwandi, if so, the details thereof;
(b) whether the Government is proposing or proposes to launch any pilot scheme for
digitization of cooperative societies of Bhiwandi, if so, the details thereof;
(c) whether cooperative societies of Bhiwandi have been reeling under the burden of GST, if
so, the details thereof;
(d) whether the Government is formulating any scheme to address the issue;
(e) whether the cooperative societies of Bhiwandi have received the financial assistance
under the schemes being implemented by the National Cooperative Development
Corporation along with the details thereof; and
(f) if not, the reasons therefor?

(a) to (d) The Cooperative Societies with objects not confined to one State are governed by
Entry 44 of the List I - Union List of the Seventh Schedule to the Constitution and
provisions of centrally administered Multi-State Co-operative Societies Act, 2002.
Cooperative Societies with objects confined to one State are governed by Entry 32 of the
List II - State List of the Seventh Schedule to the Constitution and provisions of respective
State Cooperative Societies Act. Co-operative Rehabilitation, Reconstruction and
Development Fund (CRRDF) has been established by the Central Government for revival of
sick multi-State cooperative societies and for development purposes in accordance with
section 63A of the Multi-State Cooperative Societies Act, 2002.
The Government of India has initially approved 63,000 PACS under Project of
Computerization of functional PACS with a total financial outlay of ₹2,516 Crore which hasnow been increased upto 2925.39 Crore covering 73,492 PACS which entails bringing all
the functional PACS onto an ERP (Enterprise Resource Planning) based common national
software, linking them with NABARD through State Cooperative Banks (StCBs) and
District Central Cooperative Banks (DCCBs). The state-wise details are at Annexure- ‘A’. In
Maharashtra, the total sanctioned PACS under this project are 12000. The district-wise
details are at Annexure- ‘B’. Bhiwandi, as part of digitization initiative comes under the
Thane district.
Further, Government of Maharashtra has reported that under, Textile Policy 2023-28,
if plain powerloom owners choose to upgrade to modern, technology-based machinery, the
State Government will provide capital subsidies to both powerloom cooperative societies
and private powerloom units through the Maha-Technology Upgradation Fund Scheme
(Maha-TUFS) to support the modernization of the powerloom industry in the Bhiwandi
sector. The Government of Maharashtra is also providing financial assistance to powerloom
cooperative societies in the form of share capital, electricity subsidies to both powerloom
cooperative societies and private powerloom units and Capital and interest subsidies under
the earlier/old textile policy are also being disbursed. The State Government has launched
the e-Textile Portal to ensure that all benefits are made easily accessible to the textile
industry in Maharashtra.

Corporation (NCDC) in Bhiwandi, Maharashtra is placed at Annexure-C.
