Parliament Question: Monitoring of One Stop Centres under Mission Shakti

GOVERNMENT OF INDIA MINISTRY OF WOMEN AND CHILD DEVELOPMENT LOK SABHA UNSTARRED QUESTION NO. 3366 ANSWERED ON 07.08.2026 MONITORING OF ONE STOP CENTRES UNDER MISSION SHAKTI 3366. SMT. DIMPLE YADAV: Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state: (a) the details of the prescribed infrastructure/minimum service standards for One Stop Centres under Mission Shakti including the status of compliance of the Sakhi One Stop Centre (SOSC) in Mainpuri, Uttar Pradesh; (b) the details of inspections, monitoring visits/performance assessments conducted at the SOSCs in the said region during the last three years; (c) the details of deficiencies, if any, identified during such inspections, monitoring visits/performance assessments, along with the action taken thereon, category-wise; (d) the details of proposals received from the Government of Uttar Pradesh for strengthening infrastructure, staffing and service delivery of the SOSCs in the said area; and (e) the current status thereof and the timeline fixed for addressing the identified deficiencies and ensuring full compliance with the operational guidelines of Mission Shakti? ANSWER MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI SAVITRI THAKUR) (a): Under the Mission Shakti Guidelines, One Stop Centre (OSC) provides integrated and immediate support and assistance under one roof to women affected by violence and those in distress, both in private and public spaces all across the country and are required to meet the prescribed minimum infrastructure and service standards, including adequate space for counselling, temporary shelter, medical and legal support, accessibility for persons with disabilities, a dedicated vehicle with scheme branding, trained staff and convergence with the Police, Health Department and District Legal Services Authority to provide integrated support and assistance to women in distress. Since inception, i.e. 1st April, 2015 to 30th June, 2026, 1033 One Stop Centres are administratively approved out of which, 991 One Stop Centres have been made operational across the country and over 15.20 lakh women have been assisted in the country through these OSCs.As on date, 124 One Stop Centres (OSCs) have been made operational in the State of Uttar Pradesh and over 3.42 lakh women have been assisted through these OSCs. In Mainpuri district of Uttar Pradesh, the One Stop Centre is functioning from a dedicated Government building with facilities as per the prescribed standards. (b) to (e): Mission Shakti is a Centrally Sponsored Scheme and implementation of this scheme lies with the State Governments and UT Administrations. As per the Mission Shakti guidelines, the Central Government provides financial Assistance to States and UTs. Adequate staff and infrastructure support is provided for smooth operationalization of OSCs across the country. Inspections/Performance Assessments of the OSCs are conducted by various officials of the State Government and deficiencies observed during inspections are rectified promptly. Further, once in a year, the Programme Approval Board (PAB) monitors with States and UTs the progress of activities under the scheme and reviews status of achievement of objectives, effective delivery of services to women and children. Apart from this, officials of the Ministry continuously review the scheme through meetings, video conferencing and by making field visits to States/UTs from time to time. The Ministry has also developed the Mission Shakti Dashboard, which facilitates real-time tracking of functioning of the Schemes under the Mission Shakti at the district, State, and National levels. The Ministry of Women and Child Development alongwith the State Governments and UT administrations is continuously working to strengthen the growing demand, visibility and timely support to the beneficiaries under the Mission Shakti. *****
