MPLADS MONITORING CENTRE
2863. SHRI PATEL UMESHBHAI BABUBHAI:
Will the Minister of STATISTICS AND PROGRAMME IMPLEMENTATION be
pleased to state:
(a) whether MPLADS facilitation and monitoring centre is to be set up in each
nodal district as per Para 9.5 of the Member of Parliament Local Area
Development Scheme (MPLADS) Guidelines, 2023 and if so, the details thereof
along with the number of such centres established in the country and the
number of centres yet to be established;
(b) whether the Government has issued directions to the concerned district
administration and the State Nodal Authority on the proposal of the MP for
establishing such a centre in the Union Territory of Dadra and Nagar Haveli and
Daman and Diu (DNH&DD) and if so, the details along with the current status
thereof;
(c) whether monthly review meetings are being held regularly in the presence
of the MP as per Para 4.5.9 of the MPLADS Guidelines and if so, the details
thereof and if not, the districts where the said provision is not being complied
with and the action taken thereon; and
(d) whether the Government proposes to establish digital MPLADS facilitation
and monitoring centres in all districts to enhance monitoring and transparency
in the implementation of MPLADS works across the country and if so, the details
thereof?
ANSWER

(INDEPENDENT CHARGE) OF THE MINISTRY OF PLANNING AND MINISTER OF
STATE IN THE MINISTRY OF CULTURE [RAO INDERJIT SINGH]
(a): As per para 9.5.1 of the MPLADS Guidelines 2023, a MPLADS Facilitation
Centre shall be set up in the Nodal Districts to provide all information related
to MPLADS at one place for the effective implementation and monitoring of the
scheme. As per the information received from States/UTs (except from theState/UT of Andaman & Nicobar Islands, Jharkhand, and Maharashtra), 374 out
of 448 Nodal Districts have established an MPLADS Facilitation and Monitoring
Centre or designated an existing administrative arrangement to discharge the
functions of the Centre, as envisaged under Para 9.5 of the MPLADS Guidelines,
2023.
(b): The Ministry, vide its letter dated 13.07.2026, requested the State Nodal
Authority of Dadra and Nagar Haveli and Daman and Diu (DNH&DD) to ensure
compliance with the provisions contained in paragraphs 9.5 and 4.5.9 of the
MPLADS Guidelines, 2023. As per the information available, an MPLADS
Facilitation Centre has been established at the Collectorate, Dadra and Nagar
Haveli, for Dadra and Nagar Haveli district. A Monitoring Officer has also been
designated to monitor the implementation of all works under the MPLAD
Scheme and to facilitate and coordinate matters pertaining to the Hon'ble
Member of Parliament. However, no MPLADS Facilitation Centre has been
established for Daman and Diu district.
(c): As per the information received from the States/UTs, review meetings under
the MPLAD Scheme are being conducted regularly by the District Authorities in
the presence of the Hon'ble Members of Parliament/their representatives. The
progress of MPLADS works is also reviewed alternatively through DISHA
meetings and other periodic review meetings, wherever applicable. Although
the monthly review meetings envisaged under Para 4.5.9 of the MPLADS
Guidelines may not be held regularly in some districts due to administrative and
scheduling constraints, the progress of MPLADS works continues to be
monitored through these alternative review mechanisms. However, such review
meetings are presently not being held in the districts of Dadra and Nagar Haveli
and Daman and Diu.
The Ministry monitors the implementation of the Scheme through the MPLADS
eSAKSHI portal and conducts monthly review meetings with the States/UTs to
assess implementation issues, including compliance with the provisions of the
MPLADS Guidelines.
(d): In order to align the MPLADS Guidelines with the evolving development
needs of the community and to incorporate the measures approved by the Union
Cabinet for the continuation of the Scheme from FY 2026–27 to FY 2030–31, the
Ministry is undertaking a revision of the extant MPLADS Guidelines. The revised
Guidelines are proposed to incorporate feasible suggestions received from
various stakeholders, including establishment of Digital Kiosk as MPLADS
facilitation centre.
