SHRI DARSHAN SINGH CHOUDHARY: Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state: (a) whether the Government is implementing any comprehensive action plan under the Micro and Small Enterprises - Cluster Development Programme (MSE-CDP) to promote competitiveness, productivity and employment generation among industries in the country and if so, the details thereof; (b) the details of clusters sanctioned, projects completed, funds allocated and utilised and the enterprises benefited under the Programme during the last three years, State-wise; (c) whether the Government proposes to provide additional financial and technical assistance for the establishment of new Micro, Small and Medium Enterprises (MSME) clusters relating to agriculture-based industries, handicrafts, handlooms, food processing, engineering, forest produce and other local industries and also for Common Facility Centres (CFCs), testing laboratories, digitalisation and technological upgradation; and (d) if so, the details thereof and if not, the reasons therefor? ANSWER MINISTER OF STATE FOR MICRO, SMALL AND MEDIUM ENTERPRISES (SUSHRI SHOBHA KARANDLAJE) (a), (c) & (d): The Ministry of Micro, Small and Medium Enterprises (MSME) implements the Micro and Small Enterprises – Cluster Development Programme (MSE-CDP), a Central Sector, demand-driven Scheme aimed at enhancing the competitiveness and productivity of Micro and Small Enterprises (MSEs) through establishment of Common Facility Centres (CFCs) and development of industrial infrastructure as per extant MSE-CDP guidelines. The proposals received from State Government are appraised with reference to viability, infrastructure requirements, technology upgradation needs, common facilities requirements, productivity, quality and testing facilities requirements etc. in the cluster before it is considered for approval.
