MSMEs OUTSIDE THE PURVIEW OF ORGANIZED SECTOR
6409. MD ABU TAHER KHAN:
Will the minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state:
(a) whether a large number of Micro, Small and Medium Enterprises (MSMEs) remain outside
the purview of the organized sector and do not get benefits under Central schemes and if so, the
details thereof; and
(b) the total number of unregistered MSMEs in the country, State-wise?
ANSWER

(a) and (b): A revised definition based on the twin criteria of investment and turnover, was
adopted to define Micro, Small and Medium Enterprises (MSMEs) in 2020. For registration of
MSMEs, Udyam Registration Portal (URP) was launched on 01.07.2020. Further, to formalise
Informal Micro Enterprises (IMEs), Udyam Assist Platform (UAP) was launched on 11.01.2023.
Since the adoption of the revised definition till 28.02.2026, over 7.83 crore enterprises have been
registered. Since launch of UAP on 11.01.2023, as on 29.03.2026, the state-wise details of the total
IMEs registered on UAP, are at Annexure-I.
Once the enterprise is registered and formalized, it becomes eligible to avail the benefits of
various schemes and initiatives of the Ministry of MSME. The Udyam Assist Certificate (UAC) is
considered equivalent to the Udyam Registration Certificate (URC) specifically for Informal Micro
Enterprises (IMEs) to access Priority Sector Lending (PSL). A number of Schemes to support such
enterprises in accessing credit have been launched, which inter alia include, Prime Minister's
Employment Generation Programme for setting up of new micro enterprises in the non-farm sector
by providing Margin Money subsidy on the Bank loan, Credit Guarantee Scheme for collateral free
loans upto Rs 20 Lakh for IMEs, PM Vishwakarma Yojana, Mudra Loan, etc.
Further to increase awareness among MSMEs, awareness programmes are conducted by field
offices of Ministry of MSME, in coordination with MSME/ Industry Departments of States/UTs
concerned and other MSME stakeholders through physical workshops, social media, print media &
electronic media for creating wide publicity for increasing participation from all stakeholders.
