SHRIKANT EKNATH SHINDE: Will the Minister of RAILWAYS be pleased to state: (a) the details of the total funds sanctioned and disbursed during the current financial year under the 'Mumbai Urban Transport Project' (MUTP-3 and MUTP-3A) to reduce overcrowding and to ensure passenger safety in suburban railway network (Local Trains); (b) the current technical progress of the ambitious initiatives included under this project, namely the Virar-Dahanu Road quadrupling, Airoli- Kalwa link, and Panvel-Karjat double line; (c) the specific safety measures (such as Platform Screen Doors or automatic doors) being implemented to prevent accidents and fatalities caused by passengers falling from overcrowded running local trains; (d) whether there are currently any coordination challenges regarding cost- sharing between the Central and State Governments to expedite the pending projects of Mumbai Railway Vikas Corporation (MRVC); and (e) the details of the plan to introduce new Air-Conditioned (AC) and non-AC local train services during the next two years to make the commute safer and more comfortable? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (e) To improve the connectivity and capacity of rail network in Mumbai suburban area, Mumbai Urban Transport Project (MUTP)-I costing § Page 1 of 9₹4,502 crore, MUTP-II costing ₹8,087 crore, MUTP-III costing ₹10,947 crore and MUTP-IIIA costing ₹33,690 crore have been sanctioned. Rebuilding of Sion ROB is in progress. Phase-II (Parel - CSMT, 7.4 km): Land acquisition has been taken up. 8 Mumbai Central-Borivali 6th line Phase-I (Borivali- Khar Road, 17 (30 km) km): Commissioned. Phase-II (Khar Road - Mumbai Page 2 of 9Central): Land acquisition has been taken up. 9 Virar-Dahanu Road 3rd & 4th line Work in progress. 13 out of 16 (64 km) major bridges, 53 out of 68 minor bridges, all 4 RUBs, 31 km out of 128 km track laying have been completed. 10 Panvel-Karjat Suburban Work is in advance stage of Corridor (29.6 km) completion. All 3 tunnels (3 km), 5 ROBs, 16 RUBs, 9 major bridges, 35 minor bridges, 67 km out of 70 km track laying have been completed. 11 Airoli-Kalwa (elevated) Phase-I (Halt station at Digha): Suburban Corridor link (3.3 km) Commissioned. Phase-II (Airoli-Kalwa elevated track, 3.3 km): Land acquisition and R&R has been taken up. 12 Trespass control (34 locations) Completed 13 Extension of Harbour line from Land acquisition has been taken Goregaon-Borivali (7 km) up. 14 Borivali - Virar 5th & 6th line 5 out of 23 FOB Extn. (26 km) completed. Major and Minor bridges work is in progress. 15 Kalyan-Asangaon 4th line 4 out of 92 minor bridges (32 km) completed. Land Acquisition of 17 Ha out of 28 Ha completed. Page 3 of 9Work in progress in 7 major bridges. 16 Kalyan-Badlapur 3rd & 4th line 1 out of 2 major bridges, 2 out of (14 km) 4 ROBs, 30 out of 40 minor bridges completed. 17 Kalyan yard remodelling work Yard remodelling work is in progress. 18 3rd and 4th line Badlapur - Karjat Design & drawings have been (32.46 km) taken up. 19 4th line Asangaon - Kasara Design & drawings have been (34.97 km) taken up. An amount of ₹ 2,213 Cr. has been allocated to Mumbai Urban Transport Projects in the current Financial Year 2026-27. There is no coordination challenge regarding cost sharing between Central and State Government. To enhance passenger carrying capacity and improve safety measures, 238 rakes of 12 cars each with automatic door closing system have been sanctioned under MUTP-III & IIIA at a cost of ₹19,293 crore. The process for procurement of these rakes has been taken up. Following capacity augmentation works have been taken up at various stations in Mumbai area: SN Location Details 1 Bandra Terminus 3 Pit Lines have been completed 2 Mumbai Central Platform extension for 24 LHB coaches 3 Jogeshwari 5 new platforms 2 Pit lines Page 4 of 94 Dadar 1 additional platform 5 Vasai : 6 platforms, 3 pit lines and 5 stabling lines Virar Area 6 Naigaon : 30 stabling lines 7 Virar : 2 stabling lines 8 Dahanu Area Dahanu : 5 stabling lines New Vangaon : 30 stabling lines 9 Panvel - Kalamboli 5 platforms, 4 pit lines, 2 Stabling lines and 2 sick lines 10 Kalyan 6 platforms and 4 pit lines 11 Lokmanya Tilak 4 platforms and 2 pit lines Terminus 12 Parel 6 platforms, 5 pit lines, 6 stabling lines To cater to the sub-urban passengers, presently, 3234 EMU sub-urban services which include both non-AC and AC EMU services are operated by the Western Railway and the Central Railway. Western Railway operates 1414 services including 145 AC EMU services while Central Railway operates 1820 services including 120 AC EMU services. The EMU services presently being operated also include 266 numbers of 15 car EMU services which are aimed at providing more accommodation and comfortable journey to the passengers. Page 5 of 9Besides, introduction of EMU services and their augmentation on any route/section, which is an on-going process, depends on various factors which include: ● Capacity of that section ● Availability of path ● Availability of required rolling stock ● Availability of matching infrastructure for rolling stock ● Maintenance requirement of railway tracks and other assets ● Occupancy and the traffic requirement of the section Maharashtra Railway Budget: Budget allocation during the last five years has increased significantly.
