DR.GUMMA THANUJA RANI: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) the details of funds released under the National Apprenticeship Promotion Scheme (NAPS) to establishments in Andhra Pradesh during 2024-25 and 2025-26, year-wise; (b) the number of apprentices enrolled and stipend support disbursed under the NAPS in Andhra Pradesh during the said period, district-wise; (c) whether the Government is aware that districts including Alluri Sitharama Raju, Bapatla, Konaseema and Parvathipuram Manyam recorded low or zero enrolments under the Scheme in the said years; and (d) if so, the details thereof and the steps taken/being taken to engage industries and establishments in such districts? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) National Apprenticeship Promotion Scheme (NAPS) was launched in August 2016. Thescheme was extended to continue as NAPS-2 from FY 2022-23. Under, NAPS 2.0, the stipend support by Government of India (GoI) is paid through Direct Benefit Transfer (DBT) to the bank account of apprentices. A total of Rs.41.69 crore (including Rs.40.30 crore DBT amount) released to the state of Andhra Pradesh during FY 2024-25and FY 2025-26. The year-wise funds released under NAPS to the state of Andhra Pradesh is as under : Govt. share of Stipend disbursed through DBT (Rs in Crore) FY 2024-25 FY 2025-26 18.33 21.97 (b) A total of 48,521 apprentices have been engaged in the state of Andhra Pradesh during FY 2024-25 and FY 2025-26. The district-wise and year-wise apprentices engaged and fund released (through DBT) in the State of Andhra Pradesh during the same period is placed at Table I of the Annexure. (c) & (d) Apprenticeship engagement under the National Apprenticeship Promotion Scheme (NAPS) varies across districts depending on the presence of eligible establishments, industrial activity. The Apprentices Act, 1961 provides a framework for establishments to utilize their training infrastructure and workplace facilities for imparting apprenticeship training. Under the Act, establishments employing four or more workers are eligible to engage apprentices, whileengagement of apprentices is mandatory for establishments having thirty or more workers, subject to the provisions of the Act. To increase apprenticeship opportunities in districts with low enrolment, the Government has been undertaking awareness generation, employer outreach and candidate mobilization activities through Regional Directorates of Skill Development and Entrepreneurship (RDSDEs) and other stakeholders. In addition, Pradhan Mantri National Apprenticeship Melas (PMNAMs) are being organized across the country since June 2022 to facilitate engagement between employers and youth. States/UTs, including Andhra Pradesh, have been advised to conduct PMNAMs regularly based on local requirements. Apprenticeship opportunities under NAPS are available across all districts, including Alluri Sitharama Raju, Bapatla, Konaseema and Parvathipuram Manyam, through participating establishments, and efforts are being made to encourage greater participation of both establishments and youth in apprenticeship training.ANNEXURE ANNEXURE REFERRED TO IN REPLY OF PART (b) OF LOK SABHA UNSTARRED QUESTION NO. 1261 ANSWERED ON 27.07.2026 REGARDING “NAPS IN ANDHRA PRADESH”.
