Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:
(a) the details of the National Action Plan for Skill Development of Persons with Disabilities (NAP-SDP)
scheme, including its objectives and key components;
(b) whether the Government has established vocational training centres for differently-abled people under
this scheme and if so, the details thereof, State and UT-wise including Tamil Nadu;
(c) the steps taken by the Government to ensure that differently-abled people secure
employment in both the Government and private sectors after completing vocational training under the
NAP-SDP scheme; and
(d) whether there are any special incentives or programs to encourage private sector
participation in hiring differently-abled people trained under this scheme, if so, the details thereof?

(a) & (b) Department of Empowerment of Persons with Disabilities, Ministry of Social Justice and
Empowerment, is implementing National Action Plan for Skill Development of Persons with Disabilities
(NAP-SDP) with an objective to enhance skills of Persons with Disabilities (PwDs), to enable them to have
gainful employment and to become self-reliant, productive and contributing members of society. Under
NAP-SDP, skill training is being provided through various Government and Non-Government
Organizations across the country with funding as per the Common Norms for Skill Development Schemes
notified by the Ministry of Skill Development and Entrepreneurship and as amended from time to time. The
PwDs with at least 40% disability in the age group of 15-59 years are eligible to avail the training.
(c) & (d) PM-DAKSH-DEPwD portal through which NAP-SDP is being implemented has a dedicated
module ‘Divyangjan Rozgar Setu’ which serves as a bridge between PwDs and various companies hiring
PwDs. The platform provides geo-tagged information on employment/earning opportunities available in
participating private companies across the country to all registered PwDs which enables employment of
PwDs.
