(a) whether the Government maintains any data about the cow dairy farms in the country and
if so, the details thereof along with the total number of registered and unregistered dairy
farms in the country during the last three years, State-wise;
(b) the details of the compensation disbursed to dairy farmers affected by lumpy skin disease
outbreaks;
(c) the total number of cattle deaths reported in 2024-25 under National Animal Disease
Control Programme (NADCP), State and district-wise;
(d) the steps taken by the Government to ensure availability of vaccines and veterinary
infrastructure in the country; and
(e) whether the Government proposes to include poultry farmers under the Kisan Credit Card
(KCC) scheme and if so, the time by which it is likely to be included and if not, the reasons
therefor?

(a) The Department of Animal Husbandry & Dairying (DAHD), Government of India (GOI)
does not have any system to register and maintain the data of Dairy farms. However,
DAHD, GOI has established seven Central Cattle Breeding Farms (CCBF) for
development and propagation of elite germplasm in the country. Further, under Rashtriya
Gokul Mission, 132 Breed Multiplication Farms (BMFs) have been sanctioned with an
aim to produce high genetic merit animals and to ensure availability of bovine animals
for the dairy farmers. The details of Central Cattle Breeding Farms (CCBF) and Breed
Multiplication Farms (BMF) are at Annexure-I and II.
(b) Animal Husbandry is a State subject. DAHD, GOI does not have any scheme to
compensate the farmers affected due to Lumpy Skin Disease (LSD). However, Financial
assistance is provided to the States/UTs on sharing basis as per the demand under
Assistance to State for Control of Animal Diseases (ASCAD) of Livestock Health &
Disease Control Program (LHDCP) for procurement of vaccines for carrying out
vaccination against Lumpy Skin Disease (LSD). More than 30.41 crore cattle have been
vaccinated against LSD so far.
(c) The total number of cattle deaths reported in 2024 and 2025 due to the disease covered
under National Animal Disease Control Programme (NADCP), State and district-wise is
placed as Annexure-III.
(d) Under NADCP, vaccination is covered for disease namely Foot &Mouth Disease (FMD),
Brucellosis.Steps taken to ensure the availability of vaccines and Veterinary
infrastructure are outlined as under:
i. Financial support is provided to States/Union Territories (UTs) for procurement of
vaccination accessories, strengthening of cold chain infrastructure for maintaining
quality of vaccination.
ii. Financial support is provided to Indian Council of Agricultural Research(ICAR)
institutions for vaccination related activities like preparation of sampling plan,
quality testingof vaccine as per Standard Operative procedure (SOPs), sero-
surveillance and sero-monitoring, identification of circulating strain.
iii. The Standard Operative procedure for quality testing of vaccine is made in
consultation with ICAR institutes and testing is done through designated
laboratories.
iv. Centralized procurement of quality vaccine is done by Department and supplied to
respective States/UTs as per their requirement.
v. The supply of the quality vaccine is done at District /focal point determined in
consultation with States/UTs.
vi. Apart from above, the following support is also provided by the Department:
1. Under the Animal Husbandry Infrastructure Development Fund (AHIDF)
incentivizing investments by individual entrepreneurs, private companies, Farmers
Producers Organizations (FPOs) and Section 8 companies to establish Veterinary
Vaccine and Drugs production facilities as per the guidelines.
2. Under Assistance to States for Control of Animal Disease (ASCAD) support is
provided to State/UT on sharing basis for strengthening of Disease Diagnostic
Laboratories and Biological Production Units (BPUs) for diagnosis and production
of diagnostic kits/vaccines.
(e) DAHD, GOI has provided the Kisan Credit Card (KCC) facility to all eligible
farmers including poultry farmers under the “Modified Interest Subvention
Scheme” in 2019. As of 27.06.2025, a total of 88,630 KCCs have been provided for
poultry farmers.Annexure-I
