National Centre of Excellence

Will the Minister of EDUCATION be pleased to state:
(a) whether the Government has formulated any policy to set up National Centre of Excellence
(NCE) in every Parliamentary Constituency of the country;
(b) if so, the details thereof along with such centres proposed to be set up in Madhya Pradesh
including Bhind and Datiya; and
(c) if not, the reasons therefor?

(a) to (c): The Government has framed the National Education Policy (NEP), 2020, which aims to
promote research and innovation in higher education ecosystem. It envisages an active role for
higher education institutions in conducting research in disruptive technologies, including Artificial
Intelligence (AI).
In line with this vision, the Government has established four Centres of Excellence (CoEs) in
Artificial Intelligence (AI); one each in the domain of Education, Healthcare, Sustainable Cities
and Agriculture at IIT Madras, IISc Bengaluru, IIT Kanpur and IIT Ropar respectively. These AI-
CoEs are designed to collaborate with academia, industry, startups and state governments.In addition, the Government has approved the IndiaAI Mission under the guiding principles of
"Make AI in India" and "Make AI Work for India", fostering innovation, indigenous capabilities,
and inclusive AI-driven solutions for socio-economic development. Under the IndiaAI Startup
Financing pillar, a scheme for establishment of 58 AI Centres of Excellence (AI-CoEs) has been
approved in collaboration with industry partners and State/UT Governments including Madhya
Pradesh.
Further, the Government has launched PM-SETU (Pradhan Mantri Skilling and Employability
Transformation through Upgraded ITIs), a centrally sponsored scheme with an investment of
Rs.60,000 crore. The PM-SETU scheme aims to enhance the overall quality and relevance of
vocational training in the country. The Scheme has two components: under Component I,
upgradation of 1,000 Government ITIs is envisaged and under Component II, establishment of five
National Centres of Excellence for skilling are envisaged at Bhubaneswar, Chennai, Hyderabad,
Kanpur and Ludhiana. The PM-SETU Scheme is being implemented across all States/UTs,
including Madhya Pradesh.
Additionally, Ministry of Skill Development & Entrepreneurship (MSDE) has released the
guidelines for recognition of Centres of Excellence (CoE) under Skill India. Under this initiative,
institutions having permanent and best-in-class infrastructure can be empanelled as CoE-skills
across the country including in Madhya Pradesh. These CoE-Skills aim to enable better training
outcome and stronger integration among skill development & education as envisaged under NEP
2020.
