GOVERNMENT OF INDIA MINISTRY OF COOPERATION RAJYA SABHA UNSTARRED QUESTION NO.2881 ANSWERED ON 18.03.2026 National Cooperative Development Corporation (NCDC) Schemes in Tamil Nadu 2881. Shri P. Wilson: Will the Minister of Cooperation be pleased to state: (a) The State-wise details of funds allocated and released under National Cooperative Development Corporation (NCDC) schemes and the National Cooperative Policy, 2025 during 2024- 25 and 2025–26, including the share of Tamil Nadu vis-à-vis other major States; (b) whether any proposal from cooperatives in Tamil Nadu is pending or delayed, if so, the reasons therefor; (c) the criteria adopted for allocation and release of central assistance to States; and (d) the steps taken to ensure timely release of eligible funds and equitable treatment of all States, including Tamil Nadu? ANSWER THE MINISTER OF COOPERATION (SHRI AMIT SHAH) (a) National Cooperative Development Corporation (NCDC), a statutory organization under the Ministry of Cooperation endeavors to promote nation wide economic development through cooperatives. NCDC provides financial assistance either directly to cooperatives or through the State Government for cooperative development. It does not have any State specific allocation. However, credit exposures to all States is regularly monitored to ensure that all States are equitably benefited. Accordingly, NCDC provided financial assistance of Rs. 24.18 crore during 2024-25 and Rs. 23.86 crore during 2025-26 (till 9th March 2026) for the development of cooperatives, including Farmer Producer Organizations (FPOs) and Fish Farmer Producer Organizations (FFPOs), in Tamil Nadu. Further, NCDC recently sanctioned a term loan of Rs. 600.00 crore under Fisheries and Aquaculture Infrastructure Development Fund (FIDF) to Tamil Nadu State Apex Fisheries Co-operative Federation Ltd. (TAFCOFED) for the expansion/construction of 4 fishing harbours in Tamil Nadu.(b) Proposal of Tamil Nadu Cooperative Marketing Federation Ltd. (TANFED) seeking short term credit of Rs.10,000.00 crore to perform MSP procurement operations of food grains through Tamil Nadu Civil Supplies Corporation (TNCSC) is under active consideration of NCDC. (c ) & (d) NCDC primarily does project based funding of term loan and working capital loan to cooperatives without any criteria for allocation and release of funds to states. Further, NCDC provides loans out of its own funds and borrowings from open market. To pass on grant/subsidy assistance of Government of India, NCDC dovetails with various schemes of different ministries of Government of India and disburses central assistance (irrespective of states) to eligible beneficiary cooperative societies based on the scheme guidelines. *****
