Will the Minister of CULTURE be pleased to state:
(a) the status of the projects supported through the National Culture Fund (NCF) during
the last three years along with the details of the funds accumulated, mobilized and
projects completed, State/UT-wise, particularly in the Nabarangpur and Keonjhar,
Lok Sabha Constituencies;
(b) the details of the measures taken to strengthen the Public-Private Partnership (PPP)
framework under the said Fund and to enhance participation of private sector and
public institutions, including CSR contributions along with the number of such
projects approved/implemented in the said Lok Sabha Constituencies;
(c) the manner in which the NCF supported initiatives have contributed to the
conservation, promotion and dissemination of cultural heritage across the country
including specific initiatives undertaken in Andhra Pradesh and Nabarangpur Lok
Sabha Constituency;
(d) whether any review or impact assessment has been conducted regarding the
effectiveness, transparency and outcomes of the said Fund and if so, the details
thereof, particularly in the said Lok Sabha Constituencies;
(e) whether any project is being implemented under the said Fund in various States
including Chhattisgarh, Madhya Pradesh, Rajasthan and North Eastern States,
particularly Assam;
(f) if so, the details and the present status thereof; and
(g) whether any heritage sites in Andhra Pradesh have been proposed, sanctioned or
under consideration for support under the said fund, if so, the details thereof?ANSWER

(a) (e) & (f) the status of the projects supported through the National Culture Fund (NCF)
during the last three years along with the details of the funds, State/UT-wise is attached as
Annexure. Projects have been implemented in various States including Chhattisgarh,
Madhya Pradesh, Rajasthan and North Eastern States, as detailed in the Annexure. The
present status of each project (completed/ongoing) is also indicated therein.
(b) The following measures have been taken to strengthen the Public-Private Partnership
(PPP) framework under the said Fund and to enhance participation of private sector and
public institutions, including CSR contributions:
i. For outreach to public sector, NCF organized a symposium- “CSR opportunities for
Central Public Sector Enterprises (CPSEs) in Culture & Heritage” in collaboration
with Department of Public Enterprisesin January 2025.
ii. NCF collaborated in CSR annual summit in October 2025 to engage with potential
donors and highlight opportunities for supporting cultural and heritage conservation
projects.
iii. Details of more than 250 identified conservation and cultural projects are given on the
website of the National Culture Fund to facilitate informed participation by corporates
and other donors.
There are no NCF-supported projects in the Nabarangpur and Keonjhar, Lok Sabha
Constituencies.
(c) NCF supported initiatives have contributed greatly to the conservation, promotion and
dissemination of cultural heritage across the country as it enables institutions and public at
large to contribute to culture related endeavours thereby augmenting Government resources.
NCF has mobilized CSR funds amounting to approximately Rs.140 crores towards culture
related endeavours since its inception. There are no specific initiatives under NCF for a
particular state or constituency.
(d) NCF exercises a Project Implementing Committee (PIC) mechanism for periodic
review of the projects being undertaken through NCF, where all stakeholders, including the
Donors participate. Meeting of Project Implementation Committee (PIC) under the
Chairmanship of Director General, Archaeological Survey of India for ASI projects &
Officials of NCF/Ministry of Culture for other projects, are regularly convened, to monitor
the progress and ensure smooth implementation of the projects. Moreover, the accounts of
NCF are audited by the Comptroller and Auditor General of India annually.
(g) No CSR funds have been received/spent through NCF in Andhra Pradesh in last three
years. However, details of more than 250 identified conservation and cultural projects from
across the country including Andhra Pradesh are given on the website of the National Culture
Fund for prospective/ interested donors.Annexure
