This document presents the Indian government's response to questions regarding the National Food Security Scheme (NFSA). Funds Allocation:
* Funds are released on a reimbursement basis to states that have opted for Decentralized Procurement (DCP).
* Funds are also released by the Food Corporation of India (FCI) to states for food grains handed over for the Central Pool.
* Food subsidy released to DCP States & FCI is as per budgetary allocation by the Ministry of Finance (MoF); state-wise funds are not allocated by MoF. Details are in Annexure II.
* Central assistance is provided to States/UTs for intra-state movement of food grains and FPS dealers' margin under NFSA. A statement indicating funds released during the last three years is at Annexure III.
One Nation One Ration Card (ONORC):
* The ONORC feature is successfully implemented by all States/UTs.

be pleased to state:
(a) the total number of beneficiaries under the National Food Security Scheme in the country
during the last five years across various other districts including Baghpat district in Uttar
Pradesh;
(b) whether the Government is considering to fix any target for future under the National
Food Security Scheme and if so, the details thereof;
(c) the details of the quantum of foodgrains provided and amount of funds allocated under
the National Food Security Scheme in the country from 1 st January, 2020 to till date, State-wise;
and
(d) the current status of One Nation One Ration Card scheme?

(a): A Statement indicating the number of beneficiaries covered under the National Food
Security Act, 2013 (NFS A) during last five years in the country is as follows:

District wise data of beneficiaries is not maintained by Central Government.
(b): The Act provides for coverage of upto 75% of the rural population and upto 50% of the
urban population, which at Census 2011 comes to 81.35 crore persons. Against the intended
coverage of 81.35 crore beneficiaries, approx 80.56 crore beneficiaries are presently covered under
the Act.
(c): The details of allocation of food grains under the NFSA from 2020-21 to 2025-26 (As on
july, 2025) is at Annexure-I.
Funds are released on reimbursement basis towards the expenditure incurred by States, that
have opted for Decentralized Procurement (DCP) mode for procurement/distribution of food-grains
to the beneficiaries of Central Schemes as per allocation made by Government of India. Further,
funds are also released by Food Corporation of India (FCI) to the States for the quantum of food-
grains handed over to them by States for Central Pool. The aforesaid food subsidy released to DCP
States & FCI is made as per budgetary allocation made by Ministry of Finance (MoF). State wise
funds are not allocated by MoF. The details of food subsidy released to FCI & DCP States is at
Annexure-II.
Central Government also provides Central assistance to States/UTs under the scheme
“Assistance to State Agencies for intra-State movement of foodgrains and FPS dealers’ margin
under NFS A”. A statement indicating the funds released to States/UTs under this scheme during
the last three years is at Annexure-III.
(d): The One Nation One Ration Card (ONORC) feature of Ration Card is successfully
implemented by all the States/UTs.

Note: Rs. 2,03,000 crore has been allocated by Ministry of Finance towards release
of food subsidy to FCI and DCP States (Rs. 1,29,080.90 crore for FCI and Rs.
73 ,919. 10 crore for DCP States.
# Over and above RE (20-21), fund of Rs 1, 18,712 crore were additionally
allocated by MoF for the purpose of repayment of NSSF loan to FCI. Accordingly,
out of total fund released to FCI in FY 2020-21, amount of Rs 339236 crore was
