Parliament Question: National Highway-66 in Kerala

SHRI E T MOHAMMED BASHEER: Will the Minister of ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमार्ग मंत्री be pleased to state: (a) whether the Union Government has received any request from the State Government of Kerala to exclude the amount of Rupees 5,580.73 crore transferred by the State towards land acquisition for National Highway-66 from the State's net borrowing ceiling under the Fiscal Responsibility framework; (b) if so, the present status of the request and the reasons for accepting or rejecting the same; and (c) whether the Government proposes to provide any special dispensation to States making substantial financial contributions towards nationally significant infrastructure projects and if so, the details thereof? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) to (c) Government in Ministry of Road Transport & Highways is primarily responsible for development of National Highways (NHs). Generally, cost of development & maintenance of NH projects is borne by the Central Government. However, in some projects, cost of LandAcquisition (LA)/construction is also shared by the State Governments in specific circumstances to improve the viability of the project. Several States have already contributed/agreed to contribute towards the cost of land acquisition for specific NH projects including the States of Kerala, Bihar, Tamil Nadu, Karnataka, Andhra Pradesh, Odisha, Punjab, Himachal Pradesh, West Bengal, Uttar Pradesh, Haryana. Some other States such as Nagaland, Manipur, Assam have provided land free of cost for the development of certain NH works. In certain cases, State GST and royalty on minerals etc. are also reimbursed by the State Governments.
