(a) the details of the 747 kilometres of National Highways in
Manipur that have already been upgraded and blacktopped including
the sections converted from single-lane to two-lane standards,
National Highway-wise;
(b) the details of the remaining 332 kilometres of National
Highways under development including the status of the 51 ongoing
project packages and their expected timelines for completion by the
financial year 2026–27; and
(c) whether the Government is aware of the deteriorated
condition of National Highway 137A which passes through the heart
of Imphal and whether there is any immediate plan to address and
repair this stretch, if so, the details thereof?

(a) and (b) Out of the total National Highway length of 1,692
kilometres in Manipur, 1,399 kilometres are entrusted to National
Highways and Infrastructure Development Corporation Limited
(NHIDCL) and the remaining 293 kilometres are with the State
Public Works Department (PWD).
Of the stretches under NHIDCL, 51 works covering 1,079
kilometres have been taken up by NHIDCL. A length of 754kilometres has already been blacktopped including sections
upgraded from single lane to two lane standards and the remaining
325 kilometres are under execution. The status of these 51 works
along with their actual and likely completion dates is at the
Annexure.
Out of the 293 kilometres under the State PWD, works on 181
kilometres have been blacktopped during the last five years
including the stretches upgraded to two lane standards. At present,
no upgradation work is in progress through the State PWD except
the routine maintenance works undertaken under Performance
Based Maintenance Contract (PBMC) and Short Term Maintenance
Contract (STMC).
(c) The work for strengthening of the existing pavement from km
0.00 to km 15.35 and km 30.00 to km 45.00 of NH-137A has been
sanctioned on 21.10.2025 at an estimated cost of Rs. 74.22 crore.
The section from km 15.35 to km 30.00 of NH-137A is presently
