SHRI RATANJIT PRATAP NARAIN SINGH: Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state: (a) the current physical progress of the widening and upgrading of National Highway stretches passing through Kushinagar district; (b) the details of bypasses, flyovers and underpasses constructed to alleviate traffic congestion within Kushinagar city and surrounding towns; (c) the total compensation disbursed to local landowners for land acquired for these National Highway projects over the last three years; (d) the timeline for the completion of any delayed sections of the NH- traversing the district; and (e) the specific road safety measures, including black-spot rectification, implemented on local highways? (a) to (e) The Government in Ministry of Road Transport & Highways is primarily responsible for development and maintenance of National Highways (NHs). Development and maintenance of National Highways (NHs) is a continuous process. Works on NHs, including the NHs in the State of Uttar Pradesh, are accordingly taken up based on the traffic density, condition of road and synergy with PM Gati Shakti National Master Plan to keep the NHs in traffic worthy condition. Project wise details including the current physical progress of sanctioned/ ongoing development works including widening and upgrading of NHs passing through Kushinagar district is at Annexure -I. Details of completed NHs projects including bypasses/flyovers/ underpasses/ Black spot rectification within Kushinagar city and other cities, etc., in Kushinagar district during last three financial years and current year is at Annexure – II. Compensation amounting to Rs 20.49 crore has been disbursed to landowners for NHs projects passing through Kushinagar district during the last three years. The land acquisition for the National Highways project is a continuous process and the Competent Authority for Land Acquisition (CALA) is responsible for the preparation of the awards. The key land acquisition challenges are discrepancies in land records, disputed ownership, and delays in the revision of circle rates to reflect market rates. The road safety features such as crash barriers, street lights, delineators, road studs, rumble strips etc. are generally constructed as part of an NH development projects. However, standalone Road Safety works are also sanctioned as per site requirement for rectification of Black Spots. Funds for implementation of such Road Safety Works are met from overall available budgetary outlays for development.
