National-level cooperative societies
491 Shri Satnam Singh Sandhu:
Will the Minister of Cooperation be pleased to state:
(a) the objectives and operational progress of the newly established national-level
cooperative societies for exports, certified seeds and organic products;
(b) The membership base and economic performance of National Cooperative Exports Limited
Bharatiya Beej Sahakari Samiti Limited and National Cooperative Organics Limited including
exports, branding and farmer remuneration and
(c) how these institutions are expected to integrate small and marginal farmers into national
and global value chains?
ANSWER

(a): The objective of NCEL is to act as an umbrella organization for export of surplus
goods/services produced by various cooperative societies across the country. NCEL has the
mandate to carry out its activities through procurement, storage, processing, marketing, branding,
labelling, packaging, certification, research and development and trading of all types of goods and
services produced by cooperative societies.
Operational Progress is as follows :
NCEL has 15,790 members and has signed a memorandum of understanding (MoU) with 14
States/Union Territories for better coordination with cooperative societies. Since its inception,
NCEL has exported 40 agricultural commodities, aggregating 138.37 LMT, to 29 countries worth
₹5,577.62 Cr.
(ii) The objective of BBSSL is to act as an apex organization for production, procurement,
processing, branding, labelling, packaging, storage, marketing and distribution of
qualityseeds; strategic research & development; and to develop a system for preservation and
promotion of indigenous natural seeds.Operational Progress is as follows:-
BBSSL has 34,078 members and has signed a memorandum of understanding (MoU) with 14
States/Union Territories for better coordination with cooperative societies. Since its inception,
BBSSL has sold 29,100.8 MT of seeds, worth of ₹210.62 crore.
(iii) The objective of NCOL is to act as an umbrella organization for aggregation, procurement,
certification, testing, branding and marketing of organic products.
Operational Progress is as follows :
NCOL has 11,853 members and has signed a memorandum of understanding with 22 States/Union
Territories for better coordination with cooperative societies. It has launched 28 products under
the ‘Bharat Organics’ brand in Delhi-NCR and Bengaluru. The products are available through
multiple retail and e-commerce platforms, including Amul, Reliance, DMart, JioMart, NCCF
metro outlets, Safal, over 1,000 retail stores, as well as Blinkit, Swiggy, Flipkart, Zepto, BigBasket
and Amazon. Since its inception, NCOL has achieved a turnover of ₹21.47 crore.
(b): i. NCEL: –

Economic Base Turnover: ₹ 5577.62 crore (approx.) (cumulative)
NCEL paid 20% dividend to its members in the year, i.e 2023-24.

(c): The majority of the membership of these three societies consists of Primary Agricultural Credit
Societies (PACS), whose members are predominantly small and marginal farmers. These societies
undertake aggregation and procurement of agricultural commodities and functions such as
marketing, branding, labelling, packaging, and certification, thereby enabling structured market
access and facilitating the integration of small and marginal farmers into national and global value
chains.
