Parliament Question: National Livestock Development Framework for Viksit Bharat

GOVERNMENT OF INDIA MINISTRY OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING DEPARTMENT OF ANIMAL HUSBANDRY AND DAIRYING LOK SABHA UNSTARRED QUESTION NO. 1549 ANSWERED ON 28TH JULY 2026 NATIONAL LIVESTOCK DEVELOPMENT FRAMEWORK FOR VIKSIT BHARAT 1549. SHRI PARSHOTTAMBHAI RUPALA: Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING मत्स्यपालन, पशुपालन और डेयरी मंत्री be pleased to State: (a) whether the Government has any proposal to enact a comprehensive National Livestock Development legislation or policy framework, drawing upon global best practices, including those of South Korea and Vanuatu, to transform India's largely unorganized livestock sector into a scientifically regulated, competitive industry; (b) whether the proposed framework will be formulated in consultation with State Governments, Veterinary Councils and other stakeholders to promote scientific livestock development and attract domestic and foreign investment; and (c) the steps being taken by the Government to leverage the livestock sector, which provides employment to about 20.5 million people, for enhancing farmers' incomes, exports, ensuring nutritional security and achieving rural economic growth? ANSWER THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH) (a) to (c) No, Sir. As per Article 246(3) of the Constitution, under the distribution of legislative powers between the Union and the States, Animal Husbandry is a State subject. To supplement the efforts of the States and Union Territories, the Department of Animal Husbandry & Dairying (DAHD), Government of India, is implementing various schemes and policy interventions for the comprehensive development of the livestock sector encompassing enhancement of exports, ensuring nutritional security and achieving rural economic growth. The key initiatives include the Rashtriya Gokul Mission (RGM), National Livestock Mission (NLM), Livestock Health and Disease Control Programme (LHDCP), National Programme for Dairy Development (NPDD) and Animal Husbandry Infrastructure Development Fund (AHIDF). The implementation of these measures together with the efforts of the State and UTs have contributed to robust growth in the sector. Milk production in the country has increased from 146.31 Million Tonnes in 2014-15 to 248.87 Million Tonnes in 2024-25 that is by 70 %. Egg production in the country has increased from 78.48 Billion Nos. in 2014-15 to 149.11 Billion Nos. in 2024-25 that by 90%. Further, export promotion and certification of livestock products including value added dairy products is mandated to the Agricultural and Processed Food Products Export Development Authority (APEDA) and Export Inspection Council (EIC) under Ministry of Commerce and Industry. DAHD has also taken up the issues related to export and market access of Indian Dairy products with various countries bilaterally through various platform such as Joint Working Group (JWG), Technical Working Groupetc. Department of Animal Husbandry & Dairying (DAHD), Government of India in collaboration with the National Dairy Development Board (NDDB), has developed the Bharat Pashudhan database based on a unique 12-digit Tag ID to enable livestock traceability and promote exports of value-added livestock products. Government of India is encouraging investments through schemes such as Animal Husbandry Infrastructure Development Funds (AHIDF) and National Livestock Mission (NLM) which aim to strengthen value chains, enhance productivity, and expand market access. Further, Livestock Health and Disease Control Programme (LHDCP) is an initiative of the Department towards creating disease-free zones in the country thereby creating market opportunity for export of livestock products. ***
