MALA RAJYA LAXMI SHAH: SHRI KHAGEN MURMU: SHRI MUKESHKUMAR CHANDRAKAANT DALAL: SHRI SHIVMANGAL SINGH TOMAR: SHRI SUNIL KUMAR: SHRI NABA CHARAN MAJHI: Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING मत्स्यपालन, पशुपालन और डेयरी मंत्री be pleased to state: (a) the current status of the implementation of the National Livestock Mission (NLM) and the details of efforts being made by the Government to enhance milk production and productivity, State and district-wise including Maharashtra, Lok Sabha Constituency Nabarangpur in Odisha, Lok Sabha Constituency Valmiki Nagar in Bihar and Akola district in Maharashtra; (b) the details of the progress made so far under the breed improvement, fodder development and animal health programmes during the last five years, State/district-wise including Maharashtra and Akola district in Maharashtra and Nabarangpur district in Odisha; (c) the details of financial assistance provided by the Union Government to States for livestock and dairy development and the number of projects sanctioned during the last three years, State- wise including Maharashtra and Lok Sabha Constituency Jalgaon and Akola district in Maharashtra and Lok Sabha Constituency Nabarangpur in Odisha; (d) the details of steps taken by the Government to promote dairy activities, enhance farmer's income through dairying livestock development, generate employment, dairy livestock and value addition and to achieve self-reliance in milk and livestock products, State and district-wise including Lok Sabha Constituency Nabarangpur and Akola district in Maharashtra; (e) whether the Government has any proposals to undertake further initiatives to achieve self- sufficiency in milk and livestock products and strengthen the livestock sector, if so, the details thereof, State-wise including Maharashtra and Lok Sabha Constituency Jalgaon and Akola district; (f) whether the Government has taken any measures to strengthen dairy infrastructure, livestock disease control, artificial insemination and scientific livestock management, if so, the details thereof, State-wise including Lok Sabha Constituency Jalgaon;(g) whether the Government has any proposals to strengthen livestock and dairy development infrastructure, if so, the details thereof, State-wise including Maharashtra, particularly in Lok Sabha Constituency Jalgaon; (h) the assessment and impact of the NLM on milk productivity, rural employment and income enhancement of livestock farmers; and (i) whether the Government has any proposal to strengthen livestock and dairy development infrastructure in Maharashtra particularly in Lok Sabha Constituency Jalgaon, if so, the details thereof? ANSWER THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH) (a and b) The National Livestock Mission (NLM) is under implementation in the country. In order to supplement the efforts of the States and Union Territories, the Department of Animal Husbandry and Dairying (DAHD), Government of India is implementing Rashtriya Gokul Mission (RGM) for enhancement of milk production and productivity for cattle and buffalo through Nation-wide Artificial Insemination Programme (NAIP), In-Vitro Fertilization (IVF), sex-sorted semen technology, strengthening of semen station in the country including all the districts of Maharashtra, Odisha and Bihar. RGM scheme is implemented for breed improvement for cattle and buffalo. NLM scheme focuses on breed development of sheep, goat, pig, camel, donkey and horses and fodder production. Livestock Health and Disease Control Programme (LHDCP) is implemented for disease control. The progress made under RGM, LHDCP and NLM during last five years is as under: Rashtriya Gokul Mission: (i) 17.27 crore Artificial Insemination have been performed covering 10.51 crore animals and 5.98 crore farmers benefitted across the country under NAIP programme. Number of Artificial Insemination conducted in Maharashtra, Odisha and Bihar including Lok Sbaha constituency Nabarangpur, Odisha, Lok Sabha constituency Valmiki Nagar, Bihar and Akola District in Maharashtra is at Annexure- I. 47687 Multi-Purpose Artificial Insemination Technicians in Rural India (MAITRI’s ) have been trained and inducted in the country under the Scheme. The State-wise district-wise details of establishment of MAITRIs, including Lok Sabha Constituency Nabarangpur in Odisha, Lok Sabha Constituency Valmiki Nagar in Bihar and Aloka district in Maharashtra given under Annexure-. I (ii) Assistance have been provided for establishment of 24 IVF laboratories including 3 labs in Maharashtra and 2 in Bihar State for promotion of indigenous breeds in the country. From these labs 29283 viable embryos have been produced, 17424 embryos transferred and 2748 calves born. (iii) Accelerated Breed Improvement programme using IVF technology is initiated to deliver technology at farmers’ doorstep. Incentive at rate Rs 5000/- assured pregnancy is made available to farmers under the component. Under the programme so far 7959 embryos transferred, 1666 pregnancies established and 1223 calves born under the programme including 1142 females.(iv) 1.41 crore sex-sorted semen doses have been produced using high genetic merit bulls, including bulls from indigenous breeds. 9.71 lakh Artificial Insemination have been performed using sex sorted semen and 7.82 lakh farmers benefitted as per data available on Bharat Pashudhan. (v) 48 semen stations have been sanctioned including 4 semen stations in Maharashtra (Rahuri, Nagpur, Aurangabad & Pune) and one in Bihar (Purnea). (vi) 28 heifer rearing centers have been sanctioned in the country, including Munger and Dumroan centre in Bihar and one at Kolhapur with capacity of 500 Heifers in Maharashtra. National Livestock Mission: (i) Five regional semen stations for sheep and goat have been approved in the State of West Bengal, Andhra Pradesh, Jammu and Kashmir, Assam and Rajasthan. Six goat semen banks for goat have also been approved for the state of Jammu and Kashmir, Meghalaya, West Bengal, Assam, Himachal Pradesh and Rajasthan. 6,405 cattle and buffalo Artificial Insemination (AI) centers have been upgraded to provide AI services for goat in the State/UT of Jammu and Kashmir, Chhattisgarh, West Bengal, Rajasthan, Himachal Pradesh and Meghalaya. Nine pig semen collection and processing laboratories have been approved in the State of Sikkim, Meghalaya, Arunachal Pradesh, Manipur, Mizoram, Assam and Tamil Nadu. (ii) 4084 breed multiplication farms for poultry, sheep, goat, pig, camel, horse and donkey have been approved. (iii) 1.61 lakh metric ton of quality fodder seed has been produced so far. (iv) 204 silage and TMR making units have been approved under NLM-Entrepreneurship Development Program (NLM-EDP) with expected capacity of 7.20 lakh metric ton per annum. (vi) three numbers of fodder seed processing and grading units have been approved with 7000 Metric ton per annum processing capacity. (c) Financial assistance is provided to the State Government. Details of financial assistance provided to States/UTs under RGM, NLM, National Programme for Dairy Development (NPDD) and LHDCP are at Annexure II. No. of projects sanctioned under NPDD, Animal Husbandry Infrastructure Development Fund(AHIDF) and NLM -EDP state-wise is at Annexure III. (d) to (i) Department of Animal Husbandry and Dairying (DAHD) is implementing National Programme for Dairy Development (NPDD) scheme across the country since 2014-15. NPDD scheme is being implemented with the following two components: Component A of NPDD focuses on creating and strengthening infrastructure for quality milk testing, primary milk procurement and chilling facilities across the country. It also supports the development of milk processing and value addition infrastructure in the Hilly Areas, North Eastern Region (NER) and Union Territories (UTs). This component is being implemented across the country. Component B of the NPDD scheme, “Dairying through Cooperatives,” aims to increase sale of milk and dairy products by increasing farmer’s access to organized market, upgrading dairy processing facilities and marketing infrastructure. This component is being implemented in nine States. Maharashtra and Odisha are not covered under Component B of NPDD scheme Details of financial assistance provided by the Union Government to States and number of projects sanctioned during the last three years under NPDD scheme is at Annexure-II & III. Further, the Department of Animal Husbandry and Dairying is implementing Animal Husbandry Infrastructure Development Fund (AHIDF) to incentivize the dairy processing and value addition infrastructure, meat processing and value addition, animal feed plant, Technology assisted breed multiplication farm, veterinary drugs and vaccine infrastructure, waste to wealth ( agri-waste) and primary wool processing infrastructure. Under the scheme 3% interest subvention is provided on the term loan for eight years to Individual, FPO, MSME, Private Companies, Dairy Cooperatives and Section 8. The State-wise sanctioned dairy projects are at Annexure - III The Government of Maharashtra proposes to strengthen livestock and dairy development infrastructure through the Mukhyamantri Gramin Pashudhan Udyojakta Yojana, in the State of Maharashtra, including Lok Sabha Constituency Jalgaon. The Government of India has taken various initiative for strengthening dairy infrastructure, livestock disease control, artificial insemination and scientific livestock management in the country including all Lok Sabha constituency of Maharashtra through implementation of the following schemes: (i) National Programme for Dairy Development and Animal Husbandry Infrastructure Development Fund for strengthening dairy infrastructure. (ii) Livestock Health and Disease Control Programme for prevention and control diseases in livestock (iii) Rashtriya Gokul Mission for breed development of cattle and buffalo through Artificial Insemination and scientific livestock management.(iv) National Livestock Mission for breed development and scientific management of small ruminant, camel, horse, donkey and pig. The NITI Aayog has conducted detailed review of the NLM scheme including the EDP component. The evaluation confirms that NLM has enabled progress in breed development, feed and fodder security, capacity building, and entrepreneurship promotion.
