Be pleased to state:
(a) the number of livestock farmers benefited under the National Livestock Mission (NLM) in
Sonipat and Hisar Lok Sabha Constituency in Haryana, district-wise;
(b) whether it is a fact that artificial insemination centres, animal health camps and training
programmes are not being run regularly in many villages, if so, the details thereof and if
not, the reasons therefor;
(c) whether it is a fact that most of the schemes are confined to papers only and the cattle
farmers are not getting any real benefits;
(d) whether the Government has conducted any assessment of the progress made in milk
production, breed improvement and fodder availability in the said area;
(e) whether it is a fact that the beneficiaries are not getting the subsidy and assistance amount
on time, due to which the impact of the scheme is limited;
(f) whether it is a fact that funds were not utilized in time in some areas, due to which the
schemes remained incomplete and the details thereof; and
(g) whether the Government has taken any concrete steps to strengthen the monitoring system
of this mission and increase the participation of rural livestock farmers and the details
thereof?

(a) Under Livestock Insurance component the assistance provided to Govt. of Haryana for
implementation of Livestock Insurance scheme as per their demand. The Animal Husbandry
Deptt., Govt. of Haryana has informed that under Livestock Insurance scheme the following
numbers of farmers benefitted:From FY 2020-21 to FY 2025-26 (upto 27-11-2025)

Further, under National Livestock Mission-Entrepreneur Development Programme (NLM-EDP),
one project has been approved in Hisar District.
(b) & (c) To complement and supplement the efforts of the States and Union Territories, the
Government of India has been implementing the Rashtriya Gokul Mission (RGM) since December
2014 for the development and conservation of indigenous breeds, genetic upgradation of the
bovine population, and enhancement of milk production and productivity across the country,
including Haryana. The benefits of the scheme are reaching all dairy farmers in the country,
including those in Haryana.
In Haryana, a total of 9,18,621 Artificial Inseminations (AI) have been carried out, 6,27,406
animals have been inseminated, and 4,54,025 farmers have benefited.
Under the Assistance to States for Control of Animal Disease (ASCAD) component of the
Livestock Health and Disease Control Programme (LHDCP), based on State demand, action plans,
and guidelines, 100% financial assistance is provided to States/UTs for awareness, training, and
publicity on Good Animal Husbandry Practices and veterinary care. Under this component,
₹156.26 lakh has been sanctioned to Haryana.
Under the National Livestock Mission (NLM), the Livestock Insurance and NLM-EDP schemes
are being implemented successfully in Haryana. Further, under the LHDCP scheme, 100% central
assistance is provided to all States/UTs, including Haryana, for vaccination against Foot and
Mouth Disease (FMD) and Brucellosis.
In Haryana, a cumulative 264.48 lakh FMD vaccinations have been administered, benefiting
16,63,514 farmers, and 6.08 lakh Brucellosis vaccinations have been carried out, benefiting
3,64,510 farmers. Vaccinations are also conducted against Peste des Petits Ruminants (PPR), with
2,009 vaccinations completed in Haryana, and against Classical Swine Fever (CSF), with 371
vaccinations administered, benefiting 92 and 31 farmers, respectively.
Support is also provided to States/UTs for the procurement of vaccination accessories,
strengthening of cold chain infrastructure, remuneration for vaccinators, awareness generation,
and related activities. Additionally, 70 Mobile Veterinary Units are operational in Haryana,
providing animal healthcare services at farmers’ doorsteps.(d) NITI Aayog has conducted an Evaluation Study of the National Livestock Mission. In addition
to this study, the ICAR–Indian Grassland and Fodder Research Institute, Jhansi, in its Technical
Bulletin on Fodder Scenario: Redefining State-wise Status (2019), has reported a 94.60 percent
surplus in green fodder and a 10.50 percent surplus in dry fodder in Haryana.
Furthermore, owing to various interventions by the Central and State Governments, milk
production in Haryana has increased from 9809.00 thousand tonnes in 2017–18 to 12220.20
thousand tonnes in 2023–24, marking a 24.58 percent growth (Basic Animal Husbandry Statistics,
2024).
(e) & (f) Under NLM-EDP, project proposals are submitted by applicants through the dedicated
online portal. After receiving recommendations from the State Implementing Agency and
subsequent approval by the Project Approval Committee, the subsidy is released to beneficiaries
based on the physical and financial progress of the project. The first instalment of the subsidy is
released once the beneficiary has incurred 25% of the project cost towards infrastructure. The
remaining subsidy amount is released after the beneficiary submits the project completion report
and the State Implementing Agency verifies the same.
As per available information, out of the 21 approved cases, 6 beneficiaries have already received
the first instalment of the subsidy amounting to ₹1.09 crore, and one beneficiary has also received
the second instalment of ₹0.184 crore.
(g) For monitoring the schemes of this Department, National Level Monitors have been appointed
to oversee all programmes and schemes. In addition, assistance is being provided to State
Governments for organising training and workshops to enhance awareness among livestock
farmers under the National Livestock Mission (NLM).
