The National Mission on Strategic Knowledge for Climate Change (NMSKCC) is being implemented and coordinated by the Department of Science and Technology (DST) as part of the National Action Plan on Climate Change (NAPCC). The primary goal of the NMSKCC is to develop human and institutional Science and Technology (S&T) capabilities related to climate change and to generate strategic knowledge in climate change science, adaptation, and mitigation. To achieve this, the NMSKCC has supported various research programs, projects, and activities, including the establishment of 18 Centers of Excellence (CoEs), 28 major Research and Development (R&D) programs, seven network programs, and seven capacity-building programs. State Climate Change Cells (SCCCs) have also been established in 17 States/Union Territories (Madhya Pradesh, Punjab, Chhattisgarh, Karnataka, Kerala, Puducherry, Tamil Nadu, Telangana, Maharashtra, Odisha, Haryana, Gujarat, Bihar, Goa, Jharkhand, Chandigarh, and Uttar Pradesh) to aid states in vulnerability and risk assessment, human and institutional capacity building, and public awareness programs, as well as state-specific R&D activities. DST has recently added "Urban Climate Research and Extreme Events" as a new thematic area for major R&D under the NMSKCC. The DST published a report in 2016 titled "Climate Change and Agriculture in India" under NMSKCC, which addresses the impact of climate change on Indian agriculture, government initiatives for climate change adaptation in agriculture, major research in the sector, and recommendations for adaptation measures. (a) The Department of Science and Technology (DST) is implementing and
coordinating the National Mission on Strategic Knowledge for Climate
Change (NMSKCC) as part of National Action Plan on Climate Change
(NAPCC). The main objective of NMSKCC is to build human and institutional
S&T capacities in climate change and develop strategic knowledge in the
key areas of climate change science, adaptation and mitigation.
Various research programmes, projects and developmental activities have
been supported under NMSKCC in different sectors, which majorly include
the establishment of 18 Centers of Excellence (CoEs), 28 major R&D
programmes; seven (7) network programmes and seven (7) capacity-building
programmes. In addition, State Climate Change Cells (SCCCs) have been
established in 17 States/UTs viz. Madhya Pradesh, Punjab, Chhattisgarh,
