NATIONAL PROGRAMME FOR DAIRY DEVELOPMENT IN GUJARAT
*201. SHRI BABUBHAI JESANGBHAI DESAI:
Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING
be pleased to state:
(a) the year-wise details of funds allocated, released and disbursed by Government to
Gujarat under the National Programme for Dairy Development (NPDD) during the
last three years;
(b) amount of such funds actually utilised in Gujarat for strengthening dairy
infrastructure, enhancing productivity and increasing farmers’ income;
(c) monitoring mechanisms in place and corrective steps taken to ensure timely and
effective utilisation of NPDD funds and to accelerate dairy development in Gujarat;
and
(d) whether Government has undertaken any comparative assessment of Gujarat’s dairy
development model to replicate its cooperatives-led best practices, value-chain
integration and farmer-centric initiatives and if so, the details thereof?

“NATIONAL PROGRAMME FOR DAIRY DEVELOPMENT IN GUJARAT’’
(a) & (b) Department of Animal Husbandry and Dairying (DAHD) is implementing Central
Sector Scheme- “National Programme for Dairy Development (NPDD)” across the country
since 2014-15 with the aim to enhance the quality of milk and milk products and increase
share of organized procurement, processing, value addition and marketing.
Under NPDD scheme, since inception, 9 projects have been approved in Gujarat with the
total outlay of Rs.556.14 crore (including Central Government share of Rs.339.18 crore).
The year-wise details of funds available, released and actually utilized by Gujarat under
NPDD scheme during the last three years is as under: -

*Since the scheme is demand driven, State-wise allocation of funds is not made and funds
are released to States based on utilisation of previously released funds.
(c) Under NPDD scheme, both at Central and State Level, monitoring mechanism are
in place. Central Project Steering Committee and Project Sanctioning Committee chaired
by Union Secretary, Department of Animal Husbandry & Dairying and State Level
Technical Management Committee Chaired by Additional Chief Secretary/Principal
Secretary/Secretary, Department of Animal Husbandry of the State concerned
approves/recommends new projects and reviews the implementation of the approved
projects. In addition, National Level and Regional Level review meetings are organised
with States to monitor the progress of projects/schemes of DAHD, GOI including NPDD
scheme. DAHD has also appointed National Level Monitors, consisting of independent
experts, to ensure transparent on-ground monitoring of key schemes included NPDD
scheme. These mechanisms ensure timely and effective utilisation of NPDD funds and
accelerate dairy development in States including Gujarat State.
(d) Acknowledging the success of Gujarat’s dairy development model, Government of
India had established National Dairy Development Board (NDDB) in 1965 for replicating
the Anand pattern of dairy cooperatives system across the country to increase milk
production, promote rural development, and achieve self-sufficiency. Due to this initiative,
at present, there are 22 State Level Cooperative Milk Federations, 241 District Level
Cooperative Milk Unions and about 2.45 lakh villages level dairy cooperative societies in
the country providing year-round market access, fair price and technical/input support to
about 1.65 crore farmers associated with it.
At present, the cooperatives-led best practices & successful initiatives like Biogas/ Manure
Management, Leveraging the Dairy Cooperative Network for value chain integration with
Fruit & vegetable and Ethnoveterinary medicine (EVM) are also being taken forward
across the country for replication.
