Parliament Question: National Registry and Single Window Replication for Leather Industry

NATIONAL REGISTRY AND SINGLE WINDOW REPLICATION FOR LEATHER INDUSTRY 3939. SHRI BAPI HALDAR: Will the Minister of COMMERCE AND INDUSTRY be pleased to state: वाणिज्य एवं उद्योग मंत्री (a) whether it is true that the Standing Committee on Commerce recorded the absence of a reliable, centralized database of leather and footwear units; (b) if so, the time by which a mandatory national registry capturing unit size, products, employment and environmental compliance will be operational; (c) whether the Government is aware that the Committee observed the Single Window System implemented by West Bengal may be replicated in other States; and (d) if so, whether the Government plans to implement such a system nationally, if not, the reasons therefor? ANSWER वाणिज्य एवं उद्योग मंत्रालय में राज्य मंत्री (श्री णिणिन प्रसाद) THE MINISTER OF STATE IN THE MINISTRY OF COMMERCE & INDUSTRY (SHRI JITIN PRASADA) (a) & (b): It is important to note that MSMEs already register themselves on the Udyam Registration Portal maintained by the Ministry of Micro, Small and Medium Enterprises, which provides a national database of registered MSMEs across sectors, including those engaged in leather and footwear manufacturing and allied activities. Further, several digital platforms of the Ministry of Micro, Small and Medium Enterprises has established several digital platforms like Samadhan, Sambandh, Champions also facilitate MSMEs and strengthen institutional support systems. The Committee recommended developing a centralized portal for registration of units in the leather sector In addition, relevant information is available with industry associations and state governments. For instance, the Council for Leather Exports (CLE) maintains a comprehensive digital database of its members, categorized region-wise and product-wise, along with their export and employment data at regional, cluster, and state levels. Department of Commerce (DoC), the Directorate General of Commercial Intelligence and Statistics (DGCIS), and the Department ofCustoms also maintain detailed export and import data. Additionally, the Central Leather Research Institute (CLRI) maintains data related to tanneries and their environmental compliance. Further, industry associations maintain databases of their members, products, and projects. Additionally, the Central and State Pollution Control Boards maintain comprehensive databases of CETPs and companies in relation to environmental compliance, while State Industry Departments and District Industries Centres (DIC) maintain information on production levels and employment potential within their jurisdictions. Overall, multiple organizations maintain extensive databases covering products, production, imports and exports, employment, and environmental compliance across the sector, which are utilized by DPIIT for policy formulation. The data and other information received through these channels provide comprehensive and updated insights into the sector, thereby facilitating informed policy formulation, effective implementation of schemes and other sector-related initiatives. Considering that an additional registration requirement could increase the compliance burden, particularly for MSMEs may not make separate registration portal an optimal solution. A more efficient approach may be to leverage and integrate the existing data available across these platforms, which the Department does through tapping into the knowledge and database of these organisations during its consultations. (c) & (d): The National Single Window System (NSWS), launched by the Department for Promotion of Industry and Internal Trade (DPIIT) on 22nd September 2021, is a one-stop digital platform for facilitating Government to Business (G2B) approvals and investor-related clearances for industry, allowing investors and entrepreneurs to discover, apply for, track, and renew every approval needed to start, operate, or expand a business. It streamlines the G2B approvals process by creating information symmetry and minimizing the need to visit multiple Departmental portals. As on date, 32 Central Ministries/Departments and 33 States/UTs are integrated with NSWS, with access to 300+ Central G2B services and 3000+ State G2B services. The integration of state single window system on NSWS is done with concurrence of the concerned State government and coordination with the respective team thereafter. Integration of Silpasathi, Single Window System of West Bengal, with NSWS can take place on the request of the concerned state. ********
