2088. SMT. SANGEETA KUMARI SINGH DEO Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state:
(a) the number of SC/ST entrepreneurs in Odisha who have benefited under various components of the National SC-ST Hub (NSSH) Scheme during the last three years and in 2025-26 so far, district and component-wise;
(b) the details of Special Vendor Development Programmes (SVDPs), Mega Events and round-table discussions organised in Odisha under the Scheme, including locations, participation of CPSEs and outcomes in terms of vendor registrations and contracts awarded;
(c) the value and share of public procurement from SC/ST-owned Micro and Small Enterprises
(MSEs) in Odisha during the last five years, as recorded on the Micro, Small and Medium Enterprises
(MSMEs) Sambandh portal along with its comparison with the mandated four per cent target; and
(d) the measures being taken to address gaps in procurement uptake in Odisha and the expected timeline for achieving the mandated target under the Public Procurement Policy? ANSWER MINISTER OF STATE FOR MICRO, SMALL AND MEDIUM ENTERPRISES (SUSHRI SHOBHA KARANDLAJE)
(a): The number of SC/ST beneficiaries in Odisha benefited under various components of the National SC-ST Hub (NSSH) Scheme during the last three years and in current year are attached at Annexure-I.
(b): A total of 40 Special Vendor Development Programmes (SVDPs) in association with Central Public Sector Enterprises (CPSEs) have been organized in the State of Odisha during last three years and in 2025-26. The locations of such SVDPs and CPSEs participated are attached at Annexure-II.
Further, 04 mega events were organised in the State of Odisha at Bhubaneswar (1), Koraput (1) and Baripada in Mayurbhanj (02). Major stakeholders like State Government, CPSEs viz National Aluminium Company Limited (NALCO), Rourkela Steel Plant (RSP), Hindustan Aeronautics Limited
(HAL), National Thermal Power Corporation Limited (NTPC), Mahanadi Coalfields Limited, Power Grid Corporation of India Limited and Paradip Refinery; Financial Institutions, Small Industries Development Bank of India (SIDBI) and Government e Marketplace (GeM) participated in these Conclaves. The outcome of such events reflects increase in share of SC/ST MSEs in public procurement, registration on Udyam and onboarding on GeM portal.: 2 :
(c): MSME SAMBANDH Portal has been launched for uploading procurement details by all CPSEs to monitor the progress of public procurement from micro and small enterprises. State-wise data of public procurement is not maintained in MSME Sambandh Portal. The share of public procurement from MSEs and SC/ST MSEs in procurement during last five years as per โMSME Sambandhโ portal are as under:

(d): The measures taken to address gaps in procurement in the country including Odisha are as under:
(i) The Ministry of MSME launched โMSME-SAMBANDH Portalโ on 8th December, 2017. The Portal helps in actively monitoring the procurement by Central Government Ministries, Departments and Central Public Sector Enterprises (CPSEs).
(ii) The Ministry of MSME is actively engaged with Department of Public Enterprises, Ministry of Finance for better coordination with CPSEs for achieving the targets under the Policy. The Ministry of MSME also issues communications and clarifications on the Public Procurement Policy for MSEs, whenever required or asked for.
(iii) Government-e-Marketplace (GeM), an online portal, is being used for procurement by Ministries/ Departments/ CPSEs. Follow up with GeM for supporting SC/ST and Women entrepreneurs is done on a regular basis.
(iv) Vendor Development Programmes serve as platform for MSEs, where MSEs can network with not only CPSEs but with also other stakeholders.
(v) Special Credit Linked Capital Subsidy Scheme (SCLCSS) under National SC-ST Hub Scheme promotes upgradation of plant & machinery and equipment of SC/ST enterprises and their capacity building for enhanced participation in public procurement.
