Shri Anto Antony: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) whether contributions received under the National Sports Development Fund (NSDF) have declined significantly during the last three financial years and if so, the details thereof; (b) the details of contributions received under the NSDF from the year 2023-24 to 2025-26 and the percentage decline recorded during the said period, year-wise; (c) the details of reasons for the sharp decline in contributions; (d) whether the decline in contributions has affected financial assistance provided to athletes, training programmes, sports infrastructure projects, if so, the details thereof; (e) whether the Government proposes to review the functioning and governance structure of the NSDF; (f) whether the Government is aware that the NSDF is administered by a 12-member Council while grants are approved by a smaller committee of officials, if so, the details thereof; and (g) whether all grant approvals under the NSDF were placed before the full Governing Council for review during the last three years and the current year and if so, the details thereof? ANSWER THE MINISTER OF YOUTH AFFAIRS & SPORTS [ DR. MANSUKH MANDAVIYA ] Page 1 of 3(a) to (c) The National Sports Development Fund (NSDF) continues to receive contributions from various Public Sector Undertakings (PSUs) and private corporate donors, which are utilized to support sports development initiatives in the country. While the quantum of contributions has varied over the last three financial years, the Government continues to mobilise resources from diverse stakeholders for the promotion of sports. Year-wise details of contributions received under NSDF during the last three years are as under: Year Contributions received (in ₹ crore) FY 2023-24 85.26 FY 2024-25 70.16 FY 2025-26 37.02 (d) The decline in contributions has not affected the implementation of sports infrastructure projects or the financial assistance provided for athlete training, international exposure and other approved activities under the Target Olympic Podium Scheme (TOPS). The NSDF is designed to meet funding requirements through a combination of CSR contributions, the matching Government contribution and the available corpus, thereby ensuring that core sports infrastructure and elite athlete development programmes continue without disruption. (e) The Government has initiated measures to strengthen the functioning of the NSDF with a view to enhancing corporate participation and improving resource mobilisation. The NSDF Council has been reconstituted to include Chairpersons and Managing Directors from prominent public and private sector companies, thereby strengthening stakeholder participation and aligning CSR expectations with national sports priorities. (f) and (g) The NSDF is constituted under the Charitable Endowments Act, 1890, and has a multi-tier governance structure. The NSDF Council, chaired by the Union Minister of Youth Affairs and Sports, provides overall policy guidance and oversight, while the Executive Committee, chaired by the Secretary of Department of Sports, Ministry of Youth Affairs & Sports, is empowered to examine proposals and approve financial assistance for day-to-day functioning of the Fund. All financial assistance, project proposals and sanctions approved by the Executive Committee are placed before the NSDF Council for confirmation/ratification during its periodic meetings, thereby ensuring Page 2 of 3transparency, accountability and adherence to the approved governance framework. ***** Page 3 of 3
