SHRI MOHAMMED NADIMUL HAQUE: Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state: (a) whether India, has missed the February 2025 deadline set by the United Nations to submit its updated Nationally Determined Contributions (NDCs) for the year 2035; and (b) the details of sector-wise emission reduction achieved since 2015? ANSWER MINISTER OF STATE IN THE MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE (SHRI KIRTI VARDHAN SINGH) (a) A decision on Common time frames for Nationally Determined Contributions (NDCs), as referred to in the Article 4 of the Paris Agreement, encourages Parties to communicate in 2025 a Nationally determined contribution with an end date of 2035. India submitted its first NDC to the United Nations Framework Convention on Climate Change (UNFCCC) in 2015 for the period 2021 to 2030 and subsequently updated it in 2022. The NDC for the period 2031 to 2035 has also been finalized after extensive stakeholder consultations, and the outcomes of which have been announced upon approval of the Union Cabinet on 25.03.2026. (b) India's NDC does not bind it to any sector specific mitigation obligations. The goal is to reduce overall emission intensity and improve energy efficiency of the economy over time and at the same time protecting the vulnerable sectors of economy and segments of our society. The Government is committed to combat climate change including through several measures to meet India’s NDC. As a result, between 2005 and 2020, the emission intensity of India’s Gross Domestic Product (GDP) reduced by 36%. The NDC’s goal, on share of 50 percent of non-fossil fuel-based sources in the total electric power installed capacity by 2030, was achieved in June2025 i.e. five years ahead of the committed timeline. Further, from the base year of 2005, India has created 2.29 billion tonnes of CO eq. of carbon sink through forest and 2 tree cover by 2021 and is well on its way to achieve the target of 2.5 to 3.0 billion tonnes of CO eq. by 2030. 2 ****
