New Fertilizer Plants in Telangana

Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) whether the Government has made any assessment regarding issues related to
availability and timely supply of subsidized fertilizers in Warangal district of
Telangana, particularly during peak sowing seasons, if so, the details thereof;
(b) whether any new fertilizer plants, revival projects or capacity expansion proposals
have been sanctioned/under implementation in the country, State-wise including
Telangana;
(c) the quantum of subsidies released under the Nutrient Based Subsidy and Urea
Subsidy schemes during the last three years in the country, State-wise including
Telangana; and
(d) the steps taken to promote balanced use of fertilizers, nano-fertilizers and
alternative nutrient sources among farmers in Telangana?
ANSWER

(a) The following Steps are taken by the Government every season for ensuring
timely and adequate supply of fertilizers across the States including the State of
Telangana:
i. Before the commencement of each cropping season, Department of Agriculture and
Farmers Welfare (DA&FW), in consultation with all the State Governments, assesses
the State-wise & month-wise requirement of fertilizers.
ii. On the basis of requirement projected by DA&FW, D/o Fertilizers allocates adequate
quantities of fertilizers to States by issuing monthly supply plan and continuously
monitors the availability.
iii. The movement of all major subsidized fertilizers is monitored throughout the country
by an on-line web based monitoring system called integrated Fertilizer Management
System (iFMS).
iv. Regular Weekly Video Conference is conducted jointly by DA&FW and D/o
Fertilizers with State Agriculture Officials and corrective actions are taken to dispatch
fertilizers as indicated by the State Governments.
v. The distribution of fertilizers within the State is done by the respective State
Government.Further, as per information received from the State Government of Telangana is as
under:
a. The Government regularly assesses the availability and timely supply of subsidised
fertilizers in all districts, including Warangal, particularly during peak seasons.
b. The assessment is based on seasonal fertilizer requirement projections submitted
by district authorities, stock position and movement through Department of Fertilizers,
and field-level reviews by State Government officials.
c. Based on these assessments, fertilizers are supplied to meet seasonal demand.
d. No shortage has been reported in Warangal district.

(b) With regard to urea, the Government had announced New Investment Policy
(NIP) -2012 on 2nd January, 2013 and its amendment on 7th October, 2014 to facilitate
fresh investment in the urea sector and to make India self-sufficient in the urea sector.
Total 6 new urea units have been set up under NIP-2012 which includes 4 urea units
set up through Joint Venture Companies (JVC) of nominated PSUs and 2 urea units
set up by the private companies. The units set up through JVC are Ramagundam urea
unit of Ramagundam Fertilizers and Chemicals Ltd (RFCL) in Telangana and 3 urea
units namely Gorakhpur, Sindri and Barauni of Hindustan Urvarak & Rasayan Limited
(HURL) at Gorakhpur in Uttar Pradesh, Sindri in Jharkhand and Barauni in Bihar,
respectively. The units set up by private companies are Panagarh urea unit of Matix
Fertilizers and Chemicals Ltd. (Matix) in West Bengal; and Gadepan-III urea unit of
Chambal Fertilizers and Chemicals Ltd. (CFCL) in Rajasthan. Each of these units has
installed capacity of 12.7 Lakh Metric Tonne per annum (LMTPA). These units are
highly energy efficient as they are based on latest technology.
Further, an exclusive policy for the revival of Talcher unit of FCIL through JVC of
nominated PSUs namely Talcher Fertilizers Limited (TFL) by setting up a new
Greenfield urea plant of 12.7 LMTPA at coal gasification route has also been approved.
Recently, the Union Cabinet has approved the proposal for setting up of a new
Brownfield Ammonia-Urea Complex of 12.7 Lakh Metric Tonnes (LMT) annual capacity
of Urea production within the existing premises of Brahmaputra Valley Fertilizer
Corporation Limited (BVFCL), Namrup, Assam. Both are under execution.Also, the Government has implemented Nutrient Based Subsidy (NBS) Scheme w.e.f.
01.04.2010 for Phosphatic and Potassic (P&K) Fertilizers. Under the Scheme, P&K
fertilizers are covered under Open General License (OGL) and companies are free to
import/manufacture these fertilizers as per their business dynamics. NBS scheme is
implemented uniformly on pan-India basis including the state of Telangana and no
regional differentiation is made.
(c) Under 'DBT in Fertilizers' system, 100% subsidy on various fertilizer grades is
released to the fertilizer companies, on actual sales to the beneficiaries based on
Aadhar authentication through PoS devices installed at each retail shop. Accordingly,
all farmers including those in the state of Telangana are being supplied fertilizers at
the subsidized rates on no-denial basis. Subsidy is not allocated or disbursed in a
district-wise or State-wise manner. The details of the total amount of fertilizer subsidy
provided by the Government during the last three years i.e. 2022-23 to 2024-25 are as
follows:

(d) The Cabinet Committee on Economic Affairs (CCEA), on June 28, 2023,
approved the "PM Programme for Restoration, Awareness Generation, Nourishment,
and Amelioration of Mother-Earth (PM-PRANAM). The initiative-aims to support the
mass movement initiated by States and Union Territories (UTs) to preserve the health
of Mother Earth through the promotion of sustainable and balanced fertilizer use,
adoption of alternative fertilizers, promotion of organic farming, and implementation of
resource conservation technologies. All States/UTs are covered under the PM-
PRANAM scheme. Under the PM-PRANAM scheme, there is a provision to provide
incentives to States/UTs for reduction of consumption of chemical fertilizers (Urea,
DAP, NPK, MOP) in a given financial year, compared to the average consumption over
the previous three years, equivalent to 50% of the fertilizer subsidy saved. Of the total
grant, 95% will be allocated to the State, while the remaining 5% will be utilized for
monitoring, IEC, research, capacity building and reward purposes.
In addition to this, Kisan Sangoshthis are conducted by the fertilizer companies for
extensive field interaction with farmers, local farmer cooperatives, panchayats etc. 24
Fertilizer Marketing Companies (FMCs) conducted 17,108 Camps/Kisan Sangoshthis
across the Country during February 2025 to February 2026, for promotion of
FOM/LFOM/PROM under PM-PRANAM by the Fertilizer companies. This initiative
focuses on critical areas such as balanced use of fertilizers, integrated nutrient
management (INM), promotion of organic farming, and soil health improvement.
Awareness activities for farmers include demonstrations on the application of FOM,
LFOM, PROM, Potash Derived from Molasses (PDM). These camps also feature
technical sessions on appropriate fertilizer dosages, crop-specific application
techniques, and the benefits of organic inputs. The program aims to enhance farmers
understanding of INM, encourage adoption of balanced nutrient practices, and
strengthen outreach and credibility through demonstration plots and interactive farmer
engagement. The Government is regularly coordinating with State and Union Territory
Governments to support and promote their efforts under this scheme.
Furthermore, in order to promote the use of Nano Fertilizers among farmers across
the country, including the State of Telangana, the following measures have been
undertaken:i. Use of Nano Fertilizers is promoted through different activities such as awareness
camps, webinars, field demonstrations, Kisan Sammelans and films in regional
languages etc.
ii. Nano Fertilizers are made available at Pradhan Mantri Kisan Samridhi Kendras
(PMKSKs) by concerned companies.
iii. Nano Fertilizers has been included under monthly supply plan issued by
Department of Fertilizers regularly.
iv. For ease in application and utilization of Nano fertilizers like Nano Urea through
foliar application, initiatives such as innovative spraying options like 'Kisan Drones'
and distribution of battery operated Sprayers at retail points are undertaken. For this
purpose, pilot training and custom hiring spraying services through Village Level
Entrepreneurs are actively promoted.
v. DoF in collaboration with fertilizer companies has initiated a Maha Abhiyan for
adoption of Nano DAP in all 15 agro-climatic zones of the country through
consultations and field level demonstrations. Further, DoF in collaboration with
fertilizer companies has also launched campaign for field level demonstrations and
awareness programs of Nano Urea plus in 100 districts of the country.
Further, under Nutrient Based Subsidy (NBS) Scheme for Phosphatic and Potassic
(P&K) fertilizers, an additional subsidy of Rs. 500/MT and Rs. 300/MT is being
provided for fortification of any notified P&K fertilizers with Zinc micro-nutrient Boron
micro-nutrient & respectively to promote balanced nutrient use.
Also, as per the information received from Government of Telangana, the steps taken
to promote balanced use of fertilizers by promotion of Integrated Nutrient Management
(INM), encouraging nano-fertilizers (like Nano Urea), soil Health Card Scheme to
guide proper fertilizer use, promotion of organic and alternative nutrient sources,
farmer awareness programs and training and use of neem-coated urea to improve
efficiency.
