Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to
state:
(a) whether the Government has recently approved or initiated new
projects to enhance infrastructure, urban development and
community services in Uttar Pradesh particularly in Balia Lok
Sabha Constituency; and
(b) if so, the details thereof along with the budget allocated for the
same, time-frame of the project and likely benefits to the local
population, district-wise?

(a) & (b): As per the provisions of Article 243W of the Constitution, in
conjunction with the Seventh and Twelfth Schedules, matters
relating to urban development fall within the purview of States/Urban
Local Bodies. However, Ministry of Housing and Urban Affairs
(MoHUA) provides programmatic support to the States/Union
Territories (UTs) in their urban development agenda through its
various flagship Missions/Programmes viz. Atal Mission for
Rejuvenation & Urban Transformation 2.0 (AMRUT 2.0), Pradhan
Mantri Awas Yojana – Urban 2.0 (PMAY-U 2.0), Swatchh Bharat
Mission – Urban 2.0 (SBM – U 2.0), Pradhan Mantri Street Vendor’s
AtmaNirbhar Nidhi (PM SVANidhi), Urban Transport (UT), etc.

Through these Missions/Schemes, the Central Government approves
the State Plans and provides the Central Assistance (CA) to the
States. The projects are selected, designed, approved and executed
by the States/UTs and the cities. The State Governments release
funds to the cities/districts.
SBM-U: Government of India launched the Swachh Bharat Mission-
Urban (SBM-U) on October 2, 2014 with the objective of making all
cities Open Defecation Free (ODF) and for 100% scientific processing
of Municipal Solid Waste (MSW) generated in the urban areas of all
States/UTs including Ballia Lok Sabha Constituency. To carry forward
the progress made, SBM-U 2.0 has been launched on October 1, 2021
with a vision of achieving Garbage Free Status for all cities through
100% source segregation, door to door collection and scientific
management of all fractions of waste including safe disposal in
scientific landfills.
Under SBM-U, funds are released by Government of India to the
States/UTs on the basis of action plan duly approved by State Level
Technical Committee (SLTC) submitted by States/UTs which are
further transmitted to ULBs by the concerned State/UT Govt.
Therefore, details of financial assistance/projects approved in
respect of Ballia Lok Sabha constituency under SBM-U are not
available. Details of funds allocated to Uttar Pradesh are as below:

Further, Sanitation is a State subject under 7th schedule of the
constitution, it is the responsibility of State/ULBs to plan, design,
execute and operate sanitation projects in the urban areas of the

AMRUT: AMRUT 2.0 has been launched on 1st October 2021. AMRUT
2.0 focuses on making the cities ‘self-reliant’ & ‘water secure’.
Providing universal coverage of sewerage & septage management in
500 AMRUT cities is other major focus of AMRUT 2.0. Rejuvenation of
water bodies and development of green spaces and parks are other
components of the mission. So far, under AMRUT 2.0, a total of 655
projects worth ₹26,758.53 crore (including Operations & Maintenance
cost) has been approved by MoHUA in Uttar Pradesh. District wise
details mentioned in ANNEXURE I.
In Ballia Lok Sabha Constituency under AMRUT 2.0, 03 projects worth
₹442.73 crore has been approved so far which include 02 water supply
project worth ₹172.07 crore and one sewerage/septage management
project worth ₹270.67 crore. Under AMRUT & AMRUT 2.0, central
funds are allocated/ released to States/ Union Territories (UTs) and
not to the district wise. Under AMRUT 2.0 in Uttar Pradesh, against
Central share of ₹8,161 crore for projects, ₹1,896.68 crore have been
released/sanctioned.
