GOVERNMENT OF INDIA MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP LOK SABHA UNSTARRED QUESTION NO. 2362 ANSWERED ON 03.08.2026 NEW SKILL TRAINING COURSES IN BHIWANDI †2362. SHRI BALYA MAMA SURESH GOPINATH MHATRE: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) whether the Government is contemplating to start new skill training courses in Bhiwandi, Maharashtra in accordance with the requirements of the textile, powerloom, warehousing, logistics and e-commerce sectors and if so, the details thereof; (b) the number of beneficiaries from the minority, Scheduled Caste, Scheduled Tribe and economically weaker sections of youth in Bhiwandi who have received training under Skill Development Schemes (SDS) during the last five years and the current year; and (c) the details of number of beneficiaries trained under special skill development and self-employment training programmes for women in Bhiwandi? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI JAYANT CHAUDHARY) (a) to (c) : Under the Government of India’s Skill India Mission (SIM) , the Ministry of Skill Development and Entrepreneurship (MSDE) delivers skill, re-skill and up-skill training through an extensive network of skill development centres under various schemes, viz. Pradhan Mantri Kaushal Vikas Yojana (PMKVY), National Apprenticeship Promotion Scheme (NAPS) and Craftsman Training Scheme (CTS) through Industrial Training Institutes (ITIs), to all the sections of the society across the country including in Thane district (including its Bhiwandi city) of Maharashtra. The SIM aims at enabling youth of India to get future ready and equipped with industry relevant skills including in sectors like textile, warehousing, logistics and e-commerce sectors. Total number of candidates trained/engaged under major skill development schemes of MSDE since 2021-22 up to 30th June 2026 in Thane district (including Bhiwandi city) in the job-roles pertaining to sectors/sub-sectors like textile, warehousing, logistics and e- commerce etc are as under: Scheme Sectors Candidates Trained/Engaged PMKVY Logistics 234 Textile 2 Warehousing 69 NAPS Logistics 3028 E-commerce 18 Details of women and SC/ST trained/engaged under the major skill development schemes of MSDE in Thane district (including Bhiwandi city) of Maharashtra since 2021-22 up to 30th June 2026 are as under:Scheme(s) Candidates trained/engaged Women SC ST PMKVY 5,893 1,181 263 NAPS 47,233 6,609 4,449 CTS 3,770 2,881 1,993 The Ministry of Minority Affairs implements Pradhan Mantri Virasat Ka Samvardhan (PM VIKAS) Scheme as a Central Sector scheme and focuses on socio-economic empowerment of six notified minorities through skill development; entrepreneurship and leadership development of minority women; and education support for school dropouts. The scheme was launched in January 2025. Under the scheme, a total target of over 1.47 lakh candidates has been allocated to 59 Project Implementing Agencies (PIAs). Out of the total candidates allocated, 80,918 have been enrolled of which 5216 were in Maharashtra. MSDE in collaboration with Ministry of Women and Child Development has launched a joint initiative named NAVYA (Nurturing Aspirations through Vocational Training for Young Adolescent Girls). NAVYA is a pilot initiative aimed at equipping adolescent girls aged 16-18 years, with vocational training mainly in non-traditional job-roles. Under the NAVYA initiative, a total of 1,060 candidates has been trained across the country, including 92 candidates from the State of Maharashtra. Apart from vocational training and apprenticeship, National Institute for Entrepreneurship and Small Business Development (NIESBUD) and the Indian Institute of Entrepreneurship (IIE) under the aegis of MSDE conduct Entrepreneurship Awareness (EAP), Development Programmes (EDP) and Entrepreneurship based Skill Development Programmes (ESDP) nationwide to foster an entrepreneurial mindset focus on training, credit access, and market access.
