(a) the number of pending National Highway (NH) projects passing
through Sonipat Lok Sabha Constituency of Haryana;
(b) whether these projects are facing hurdles such as land acquisition,
environmental clearance or budget allocation, if so, the efforts being made
to expedite their completion;
(c) whether the Government has considered a proposal to construct a
memorial gate in the name of the National poet and Folk singer Pandit
Lakhmichand Ji at a suitable location on the Haryana–Delhi border; and
(d) whether any such proposal has been submitted by the State
Government or the Member of Parliament and if so, the present status of its
approval and the likely date of commencement of construction?

(a) & (b) At present, one project of 4-laning of Gohana-Sonepat section of
NH-352 is under construction in the Sonipat Lok Sabha constituency of
Haryana, which is substantially completed (physical progress about
98%). The main cause of delay in the project was the non-availability of
flyash, ban on construction activities by the National Green Tribunal(NGT) due to implementation of Graded Response Action Plan (GRAP) during
winter seasons as a measure for pollution control as well as delay in
approval of General Arrangement Drawings (GAD) of Rail Over Bridges
(ROBs) from Railway Authority.
(c) & (d) No such proposal is under consideration.
