(a) the details of the fund utilization rate under Nirbhaya Fund schemes in the country,
State-wise during the last five years;
(b) the number of sanctioned/operational One Stop Centres (OSCs), Anti-Human
Trafficking Units (AHTUs) and Child Welfare Committees (CWCs), State-wise; and
(c) the details of the projects withdrawn, delayed/stopped midway under the said fund?

(a) Under the Nirbhaya Fund, upto the financial year 2024-25, a total amount of Rs 7712.85
Crore has been allocated. The total amount released and utilized out of the Nirbhaya fund is
Rs 6232.83 Crore which is nearly 81% of the total allocation.
The projects/ schemes under Nirbhaya Fund are demand driven. The projects/ schemes
initially appraised by Empowered Committee (EC) under Framework for Nirbhaya Fund
generally have a staggered implementation schedule. Some of the appraised projects are
directly implemented by Central Ministries/ Departments. However, majority of the projects
are implemented through State Governments and Union Territory (UT) Administrations, in
which Central Government releases funds to States/ UTs after approval of Competent
Financial Authority (CFA), as per prescribed fund sharing pattern of respective States/ UTs.
Implementation on the ground is done by the Implementing Agencies (IAs) of States or UTs
as per the approved timelines. State/ UT-wise details of utilisation of fund are at Annexure-
I.
(b) State/ UT-wise list of sanctioned/ operational One Stop Centres (OSCs), Anti-Human
Trafficking Units (AHTUs) and Child Welfare Committees (CWCs) is at Annexure-II.(c ) Till now, a total of 50 projects have been appraised by the Empowered Committee of
officers(EC) constituted under the framework for Nirbhaya Fund. The details are as under:
I. Number of projects appraised by EC = 50
II. Number of projects approved by CFA [out of (I)] = 40
III. Number of Projects appraised but awaiting approval of CFA [out of (i)] = 10
IV. Number of ongoing projects [out of (II)] = 21
V. Number of Completed projects [out of (II)] = 16
VI. Number of Closed Projects* [out of (II)] = 03
*(where the Projects could not be completed by the IAs despite extension of timelines).
The 02 projects namely (i) CHIRALI: Friends Forever (ii) Smart and safe cities free from
violence against Women and Girls programme of Department of Women and Child
Development, Government of Rajasthan and Government of Madhya Pradesh, respectively
were closed at the request of the State Governments. The Mahila Police Volunteers (MPV)
scheme was discontinued under Mission Shakti based on the recommendation made in a Third
Party evaluation, while suitably incorporating its features under other components of Mission
Shakti.
