Will the Minister of Women and Child Development be pleased to state:
(a) whether the Government has decided to set up Nirbhaya/Sakhi Centres as 'one-stop'
crisis resolution centres for women in distress in all the districts of the country;
(b) if so, the number of such centres set up till date, State-wise; and
(c) whether the said centres are functioning properly, if so, the details thereof?

(a) to (c): The One Stop Centre (OSC) is a component of the Sambal vertical under the Mission
Shakti. It provides integrated support and assistance under one roof to women affected by
violence and those in distress, both in private and public spaces. It provides services like
medical aid, legal aid and advice, temporary shelter, police assistance and psycho-social
counselling to needy women.
As per the Mission Shakti guidelines, the Central Government provides 100% financial
assistance to States and UTs under Sambal sub-scheme. The implementation of the scheme lies
with the State Governments and UT Administrations. Since inception, i.e. 1st April, 2015 up
to 31st October, 2025, over 12.88 lakh women have been assisted in the country through OSCs.
As the scheme is demand driven, the States and UTs are encouraged to set-up at least one OSC
in each district and additional OSC(s) in those districts which have higher rate of crime against
women or have bigger geographical area and in aspirational districts. As on date, 1025 OSCs
are approved and out of which, 896 OSCs are operational across the country. The State wise
approved and operational OSCs are at Annexure.
