Parliament Question: Non-compliance of parity norms of University Grants Commission

GOVERNMENT OF INDIA MINISTRY OF EDUCATION DEPARTMENT OF HIGHER EDUCATION RAJYA SABHA UNSTARRED QUESTION NO. 2119 ANSWERED ON 11/03/2026 Non-compliance of parity norms of University Grants Commission 2119 # Shri Ramji Lal Suman: Will the Minister of Education be pleased to state: (a) whether reservation norms are not being followed in temporary appointments to teaching and non-teaching positions in Higher Educational Institutions under University Grants Commission's parity rules; (b) the details of permanent and temporary appointments to such positions in Central Universities during last five years; (c) the details of complaints regarding non-compliance with reservation norms in temporary appointments to teaching and non-teaching positions during last five years; and (d) the details regarding appointments made from the general category against reserved posts after non-availability of eligible candidates during last five years along with number of such posts kept in abeyance and number of vacant posts? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (DR. SUKANTA MAJUMDAR) (a) & (b): The Universities, including Central Universities, are statutory autonomous organizations established under respective Central/ State Acts and governed by provisions of the Acts/Statutes/Ordinances/Regulations made thereunder. As autonomous institutions, faculty recruitment is done within the institutions itself, in accordance with their Acts and Regulations. The recruitment powers vest with the respective Statutory Bodies. Occurrence of vacancies and filling thereof is a continuous process. In August, 2021, all Central Higher Education Institutions (CHEIs) under the Ministry of Education have been requested to undertake special drive to fill backlog vacancies in their institutions in Mission Mode. Accordingly, from September, 2022 upto 24.01.2026 (i.e. the date of last Rozgar Mela) a total of 8465 faculty and 4403 non faculty appointments have been made in the Central Universities under the Mission recruitment. Further, the University Grants Commission (UGC) has issued guidelines for strict implementation of reservation policy of the Government of India. UGC also issues instructions to the higher educational institutions from time to time for implementation of reservation norms. (c) & (d): UGC has informed that no such complaints have come to the notice of the UGC and de-reservation of posts in appointments is not allowed. ******
