GOVERNMENT OF INDIA MINISTRY OF COOPERATION LOK SABHA UNSTARRED QUESTION NO. 1567 TO BE ANSWERED ON 28th JULY 2026 Non-Registration of West Bengal Cooperatives 1567. Shri Jagannath Sarkar: Will the Minister of COOPERATION (सहकारिता मंत्री) be pleased to state: (a) whether it is a fact that cooperative societies of West Bengal have not been registered on the portals of NCCF (National Cooperative Consumers' Federation of India), NAFED, NCOL (National Cooperative Organics Limited), NCEL (National Cooperative Exports Limited) and BBSSL (Bharatiya Beej Sahakari Samiti Limited), if so, the details thereof; (b) the consequent loss to West Bengal farmers in terms of denial of access to consumer retail networks, MSP procurement, organic certification, international export markets and affordable certified seeds respectively; and (c) the steps taken by the Government to ensure West Bengal cooperatives are onboarded on all five platforms and the timeline fixed therefor? ANSWER THE MINISTER OF COOPERATION सहकारिता मंत्री (SHRI AMIT SHAH) (a) & (b): i. No Sir, the e-samyukti portal of National Cooperative Consumers' Federation of India (NCCF) and e-samridhi portal of National Agricultural Cooperative Marketing Federation (NAFED) are open digital platforms on which all eligible PACS, Cooperative Societies, FPOs and farmers can register at any time. There are no state or region specific restrictions on registration. 62 PACSs and 10 PACSs from West Bengal have registered on e-samyukti and e-samridhi portals respectively. ii. Similarly, the membership in Bharatiya Beej Sahakari Samiti Limited (BBSSL), National Cooperative Exports Limited (NCEL) and National Cooperative Organics Limited (NCOL) is open to all cooperative societies across the country. 40, 12 and 4 cooperative societies from West Bengal are members of BBSSL, NCEL, and NCOL, respectively. iii. There is no denial of access to consumer retail networks, MSP procurement, organic certification, international export markets and affordable certified seeds respectively to the Cooperative Societies of West Bengal. NCCF has procured 257 Metric Ton of Maize from 148 farmers in West Bengal during Rabi Marketing Season 2025-26. NAFED has Page 1 of 2procured 1,800 Metric Ton of Maize from 237 farmers in West Bengal during Kharif- 2024, Rabi-2025 & Kharif-2025 & Rabi-2026 seasons. 12 dealers of BBSSL are operating in West Bengal through whom 126 Metric Ton of seeds have been supplied to the farmers of West Bengal providing them access to quality, certified and affordable seeds. (c) i. The eligible PACS, Cooperative Societies, FPOs and farmers are continuously encouraged to register themselves on e-samyukti and e-samridhi portals through field level outreach activities and public awareness campaign. ii. In the Monthly state review meetings conducted by Ministry of Cooperation, all the states including West Bengal are requested to encourage the PACS to register on the said portals and obtain membership in BBSSL, NCEL and NCOL. iii. BBSSL, NCEL and NCOL have signed Memorandum of Understanding (MoU) with West Bengal’s State Nodal Agency- West Bengal State Cooperative Marketing Federation Limited (BENFED) to closely coordinate with the state and reach out to the cooperative societies of the state. ***** Page 2 of 2
