Shri Appalanaidu Kalisetti: Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING be pleased to state: (a) the number of proposals received by the Government for setting up of Genetic Improvement Programmes and Nucleus Breeding Centres (NBCs) under the Pradhan Mantri Matsya Sampada Yojana (PMMSY) during the last five years, State/UT-wise and district-wise in Andhra Pradesh; (b) the number of projects approved, proposals pending along with the reasons for delay and non-approval under this sub-component and the details of funds allocated, released and utilized for each project, State-wise and district-wise in Andhra Pradesh; and (c) the current status of implementation of these approved projects, including timelines for completion and operationalisation? ANSWER THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH) (a) to (c): A Statement is placed on the Table of the House. *****Statement referred to in reply to the Lok Sabha Starred Question No.375 due for answer on 19th August, 2025 put in by Shri Appalanaidu Kalisetti, Hon’ble Members of Parliament, Lok Sabha regarding Nucleus Breeding Centres under PMMSY (a) to (c): The Pradhan Mantri Matya Sampada Yojana (PMMSY) implemented by the Ministry of Fisheries, Animal Husbandry and Dairying, Department of Fisheries with effect from the year 2020-21 inter alia support for Genetic Improvement Programmes of economically important aquaculture species and establishment of Nucleus Breeding Centres (NBCs) besides supporting establishment of Brood Banks and Broodstock Multiplication Centre (BMCs) for supply of quality brooders. These efforts aim to enhance productivity, self-reliance, and sustainability in aquaculture and ensures availability of high-quality brood and seed for long-term sectoral growth. The Genetic Improvement Programmes and establishment of Nucleus Breeding Centres are implemented as Central Sector activities under PMMSY with 100% central funding in association with the central and State Government research and academic institutions. Recognizing the importance of genetically improved and high-quality seed for aquaculture, Rs.200.00 crore has been allocated under PMMSY for establishment of NBC and Genetic Improvement Programmes of economically important aquaculture species. The Department of Fisheries, GoI has approved programmes for the genetic improvement of commercially important species such as: (i) Scampi (Macrobrachium rosenbergii), (ii) Penaeus indicus, (iii) P. monodon, (iv) Common Carp (Cyprinus carpio), (v) Indian Pompano, (vi) Catla, (vii) Rohu, (viii) Murrel, and (ix) Rainbow Trout. These projects sanctioned under PMMSY during the year 2020-21 to 2024-25, are being implemented by various ICAR Institutes and State Fisheries Universities at a total cost of ₹60.03 crore. The Government of Andhra Pradesh has not submitted any proposal on genetic improvement programme or NBC under the PMMSY. The organization-wise project details and duration are given in Annexure-I. Further, the Department of Fisheries, Government of India has designated the ICAR-Central Institutes of Freshwater Aquaculture (ICAR-CIFA), Bhubaneswar, as the NBC for freshwater species and the Regional Centre of ICAR-Central Marine Fisheries Research Institutes (ICAR- CMFRI), Mandapam, Tamil Nadu, as the NBC for Marine species. The DoF, GoI has also extended financial support to the Marine Products Export Development Authority (MPEDA) for the establishment of an Evaluation Centre-cum-BMC for genetically improved Peneus monodon at Kanyakumari, Tamil Nadu. Besides, the guidelines for establishment and operation of Nucleus Breeding Centre and Broodstock Multiplication Centres in India has been notified under the Coastal Aquaculture Authority Act 2005 and the States/UTs can established NBC/BMC as per the said guideline.
