SHRI KANWAR SINGH TANWAR: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the objectives and scope of Angikaar-2025, a nationwide initiative to strengthen the implementation of Pradhan Mantri Awas Yojana - Urban (PMAY-U) 2.0 consisting of more than five thousand urban local bodies; (b) the activities proposed by the Government to address last-mile delivery gaps, increase awareness of housing benefits, expedite verification and application processes and facilitate completion of approved urban housing projects; and (c) the steps taken/proposed to be taken by the Government to integrate various welfare schemes such as the Credit-Linked Subsidy Scheme for Rental Housing for Migrants (CLSS-RHM), Pradhan Mantri Surya Ghar - Muft Bijli Yojana and other related schemes along with the measures taken to accord priority to vulnerable urban groups and to encourage sustainable housing solutions? ANSWER THE MINISTER OF HOUSING AND URBAN AFFAIRS (SHRI MANOHAR LAL) (a) to (c): A statement is laid on the Table of the House.STATEMENT REFERRED IN REPLY TO LOK SABHA STARRED QUESTION NO. 167 FOR 11.12.2025 REGARDING OBJECTIVES AND SCOPE OF ANGIKAAR-2025 (a) to (c): Ministry of Housing and Urban Affairs (MoHUA) has been implementing Pradhan Mantri Awas Yojana - Urban (PMAY-U) since 25.06.2015 with an aim to provide all weather pucca houses with basic civic amenities to eligible urban beneficiaries across the country. The scheme period has been extended up to 31.12.2025 to complete sanctioned houses without changing the funding pattern and implementation methodology. Based on the learnings from the experiences of implementation of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for implementation in urban areas across the country to support 1 crore additional eligible beneficiaries in next five years. The scheme is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS). The citizens can apply through Unified Web Portal of PMAY-U 2.0 and register their demand on the portal at https://pmay- urban.gov.in. Based on the project proposal submitted by States/Union Territories (UTs), a total of 122.06 lakh houses, including 10.43 lakh under PMAY- U 2.0, have been sanctioned under the schemes by the Ministry, so far. Out of which, 113.85 lakh houses have been grounded and 96.02 lakh are completed/delivered to the beneficiaries across the country as on 24.11.2025. As per the operational guidelines of PMAY-U 2.0, States/UTs are encouraged to ensure convergence of the scheme with various other Centrally Sponsored Scheme and Missions including Atal Mission for Rejuvenation and Urban Transformation 2.0 (AMRUT 2.0), PM Surya Ghar: Muft Bijli Yojana etc. to facilitate the provision of civicamenities and infrastructure development and to enhance the impact & efficiency of implementation. In addition to convergence with Central schemes, States/UTs are also encouraged to explore convergence with relevant State Schemes. Converging with these Schemes/Missions ensure effective and efficient utilization of public resources. As per the scheme guidelines of PMAY-U 2.0, priority has been given to the eligible beneficiaries of the Special Focus Group identified under PMAY-U 2.0, namely the street vendors under PM SVANidhi scheme, Safai Karmis, different artisans under Pradhan Mantri- Vishwakarma scheme, Anganwadi workers, Building and Other Construction Workers, Residents of Slums/Chawls etc. Under PMAY- U, focus is also given to prioritise the housing needs of vulnerable sections of society. So, there was an emergent need to mobilise the existing PMAY-U beneficiaries to complete their houses and create awareness among the prospective beneficiaries to apply for seeking the benefit of PMAY-U 2.0. With this aim, MoHUA launched ‘Angikaar 2025’, a last- mile outreach campaign under PMAY-U 2.0 to ensure that no eligible citizen is left behind. The campaign has been launched in September 2025 in 5,000+ Urban Local Bodies of the country and to be continued up to 31st December 2025. A series of activities are part of the campaign which include: • Help desks and information kiosks to provide guidance on eligibility, application processes and scheme benefits of PMAY- U 2.0 • On-spot enrolment of potential beneficiaries of PMAY-U 2.0 • Dedicated camps on PM Surya Ghar: Muft Bijli Yojana, Health, PM Ujjwala Yojana, PM SVANidhi, Ayushman Bharat to provide scheme benefits to PMAY-U beneficiaries through convergence• Loan Melas for facilitation of home loans to provide ease of finance to beneficiaries of PMAY-U 2.0 particularly for ISS vertical • Sharing Experience of beneficiaries who have completed houses to inspire other beneficiaries to complete the construction of their houses and other eligible families to apply for scheme benefits. *****
